REQUEST…
City Council is being asked to consider a Specific Use
Permit for approximately .4993 acres (21,749.50 SF)of
land,Lot 8,Block 6,Range G,Port Arthur Land
Company,Jefferson County,Texas
The property is located at 3994 North Twin City
Highway.
PURPOSE…The purpose of this request is to seek the CityCouncil’s consideration for the granting of a SpecificUsePermitinaCommercialRetailZonedDistrict.
BACKGROUND…
August 12, 2024 –The application for the zoning request was submitted to the Planning Division.
August 23, 2024 -notification sent to adjacent property owners within 200 ft.
August 24, 2024 –Public Notice published in Port Arthur Newspaper.
The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on September 23, 2024, at 5:30 p.m.
The Planning Commission voted 3:0 recommending to DENY said request.
On October 7, 2024, -City Council approved Res. No. 24-398, calling for a public hearing.
November 9, 2024 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on November 20, 2024.

Current Zoning :
Commercial Retail (CR)
The purpose of the Commercial Retail district is to provide for light commercial and retail activities. These locations are typically along major thoroughfares & highways.
Proposed Zoning:
Specific Use Permit
The purpose of the Specific Use Permit is to allow a
designated use at a designated location. An approval
for a specific use that has been determined to be
more intense or to have a potentially greater impact
than a use permitted-by-right within the same
zoning district.
