"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton,City Manager From: Adam J Saunders,Civic Center Dir RE: Proposed Resolution No. 24070 INTRODUCTION: At Rosehill Manor, much repair and maintenance are needed. Some repairs to the building have been completed and designated as Phase I, II and III. Additional work is needed, which is designated as Phase IV. Phase IV will focus on exterior needs, mainly on the second floor of the exterior. A formal bid was done through the Purchasing Division. Only one contractor submitted a bid. The amount of the bid ($528,293.00)was more than what was budgeted($378,000.00)for the work. It is recommended that the City Manager, or his designee, negotiate with the contractor to modify the scope of work by removing certain items to align the project cost with the budgeted amount. ANALYSIS/CONSIDERATION: There are a lot of needed repairs at the building. The repair to the second floor exterior is slated for Phase IV. A formal bid was done. The Purchasing Division advertised for bids for the repair on July 31, 2024 and August 7,2024. Marsh Waterproofing of Vidor,Texas was the only contractor to submit a bid. The bid price was more than what was budgeted for the repair. It is possible to remove some items from the scope of work to get the price down to the budgeted amount. These items removed would be put into the scope of work for a later phase. This would enable Phase IV of repairs and renovations to move forward. Approval is requested by the City Council to allow for negotiations with the contractor to reduce the cost of the work. RECOMMENDATION: A resolution authorizing the City Manager, or his designee, to enter into negotiations with Marsh Waterproofing of Vidor,Texas to reduce the cost of Phase IV repairs to Rosehill Manor. A RESOLUTION AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO NEGOTIATE A CONTRACT WITH MARSH WATERPROOFING OF VIDOR, TEXAS, TO REDUCE THE COST OF PHASE IV REPAIRS TO ROSEHILL MANOR WHEREAS, Rosehill Manor requires extensive repair and maintenance, with prior improvements completed under Phases I, II, and III; and WHEREAS, additional repairs and restoration are needed, with the next stage of work designated as Phase IV; and WHEREAS, Phase IV will primarily focus on exterior work, particularly on the second floor; and WHEREAS, in accordance with the City's Procurement Policy, the Purchasing Division advertised bids for the Historical Rehabilitation of Rose Hill, Phase IV, on July 31, 2024, and August 7, 2024; and WHEREAS, the City received a single bid for the Phase IV repairs from Marsh Waterproofing of Vidor, Texas, as outlined in Exhibit"A"; and WHEREAS, the bid amount of $528,293.00 submitted by Marsh Waterproofing exceeded the anticipated budgeted amount of$378,000.00; and WHEREAS, certain items in the scope of work can be excluded to bring the cost in line with the budgeted amount, with these items deferred to a future phase of the repairs; and WHEREAS, it is recommended that the City Manager, or his designee, negotiate with the contractor to modify the scope of work by removing certain items to align the project cost with the budgeted amount.
