NO. 24082 —A proposed resolution expressing City Council's support for an Asphalt Art Initiative Grant Application with Bloomberg Philanthropies Introduction: This agenda item intends to seek the City Council's approval of P.R. NO. 24082, expressing the City Council's support of Trill Digital Arts Innovation Center's grant application, sponsored by Movement Strategy Center, for the Bloomberg Philanthropies Asphalt Art Initiative. Background: The Bloomberg Philanthropies Asphalt Art Initiative is a grant program designed to enhance streetscapes, improve pedestrian safety, and foster community engagement through innovative public art projects. The grant provides up to $100,000 in funding to eligible cities and nonprofit organizations. Trill Digital Arts Innovation Center, in partnership with Movement Strategy Center, a 501(c)(3) organization based in Oakland, California, intends to apply for this grant to bring creative, transformative improvements to public spaces within the City of Port Arthur. The grant application deadline is January 31, 2025, and the proposed resolution signifies the City Council's formal support for this initiative. If selected, projects must be designed to last a minimum of two years after being installed, with plans for maintaining the artwork itself as well as any additional materials (planters, protective bollards, seating, etc.). After at least two years required by the grant, all proposals must include a description of plans to further maintain, remove, or replace the project (e.g., as part of a planned or proposed capital project). To summarize, if awarded, the following responsibilities will apply: 1. Funding: o The grant does not require any upfront costs or financial match from the City. 2. Project Implementation: o Trill Digital Arts Innovation Center will lead the project in collaboration with the city, including design, installation, and initial implementation phases. 3. City Commitments (Two years after installation): o Upkeep: The City will be responsible for maintaining the art installations to ensure their durability, safety, and aesthetic appeal. This includes cleaning, repair, and restoration as needed. o Programming: The city will support ongoing community engagement activities associated with the installations, such as workshops, educational events, or public art celebrations. Budget Impact: There will be no budgetary impact; however, the City of Port Arthur will be committed to maintaining the art installation and associated community engagement activities, such as workshops, educational events, or public art celebrations, for a minimum of two years after installation. A plan must be developed for further maintenance, removal, or replacement of the project following the minimum two-year requirement. Recommendation: It is recommended that the City Council approve P.R. NO. 24082, expressing the City Council's support of Trill Digital Arts Innovation Center's grant application, sponsored by Movement Strategy Center, for the Bloomberg Philanthropies Asphalt Art Initiative. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT ARTHUR EXPRESSING SUPPORT FOR A GRANT APPLICATION BEING SUBMITTED BY TRILL DIGITAL ARTS INNOVATION CENTER, SPONSORED BY MOVEMENT STRATEGY CENTER, FOR THE BLOOMBERG PHILANTHROPIES ASPHALT ART INITIATIVE GRANT IN AN AMOUNT UP TO $100,000, AND COMMITTING TO THE CITY'S RESPONSIBILITY FOR UPKEEP AND PROGRAMMING SHOULD THE GRANT BE AWARDED. WHEREAS, the Bloomberg Philanthropies Asphalt Art Initiative provides grants to cities and nonprofit organizations for creative projects that enhance streetscapes, pedestrian safety, and community engagement through art; and WHEREAS, Trill Digital Arts Innovation Center, in partnership with Movement Strategy Center, a 501(c)(3) national support organization based in Oakland, California, seeks to apply for the Asphalt Art Initiative grant to implement artistic and innovative projects that benefit the City of Port Arthur, as delineated in Exhibit "B"; and WHEREAS, the proposed initiative aims to enhance the City's public spaces, promote civic pride, and improve pedestrian safety through engaging and accessible public art installations; and WHEREAS, the grant request is for an amount up to $100,000, with no upfront financial cost to the City of Port Arthur, but it requires a commitment to maintain the 4 installations and support ongoing programming upon completion of the project; and WHEREAS, the City Council recognizes the value of this initiative in fostering community collaboration, improving aesthetic appeal, and supporting local arts and culture, and acknowledges the City's responsibility for the upkeep and programming of the project to ensure its long-term success and impact. NO. 24082 12/8/2024 PDL PAGE 2 OF 5 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: That, the City Council City Council expresses its full support for Trill Digital Arts Innovation Center's application for the Bloomberg Philanthropies Asphalt Art Initiative grant, in accordance with Exhibit "A". That, the City Council acknowledges that the grant, if awarded, will bring valuable resources and artistic improvements to the City and agrees to fulfill its responsibility for the following at a minimum of two (2) years after the installation: a. Upkeep: Ensuring the maintenance and preservation of the completed art installations, including cleaning, repairs, and any necessary restoration to sustain the quality and safety of the project. b. Programming: Supporting and facilitating community engagement activities, such as educational workshops, events, or other public programming associated with the installations. That, the City Council supports collaborative efforts with Trill Digital Arts Innovation Center and Movement Strategy Center to successfully implement the proposed initiative, as delineated in Exhibit "B", and contingent on the grant's approval. Each city may only submit one application; multiple applications from one city will not be considered. The Project Team must include a Lead City Agency which is the primary government agency with oversight of the project. This agency should be the one with jurisdiction over city streets. If that agency is not the project lead, they must still be a part of the project team. Applicant teams are encouraged to include collaborative partners, such as other city agencies, nonprofit community or arts organizations, and/or individual artists or consultants. If selected, the Lead City Agency is encouraged to select a Fiscal Sponsor to receive the funds directly. The Fiscal Sponsor should be a charitable organization that is a 501(c)3 Public Charity (or an equivalent entity in Canada or Mexico). In addition, each application must identify which entity or individual is responsible for project management (day-to-day coordination and implementation) and which is responsible for artistic direction (selection of artist/design, etc.). Improving road safety, especially for pedestrians and cyclists, must be a component of all proposals. Applicants may demonstrate the intended impact through a variety of approaches: Critical Intersections: Enhancing safety, mobility, and access in crossings with concentrated pedestrian, bicycle, and/or vehicular traffic Major Corridors: Transforming one or more important streets to enhance the walking or cycling network, including significant reallocation of space for non-motorized transportation Signature Destinations: Improving access to culturally, historically, or otherwise significant locations at the neighborhood or civic scale Large New Public Spaces: Creating or activating plazas or other pedestrian space with amenities such as seating, greenery or space for cultural programming Catalysts for Future Projects: Launching or expanding ongoing programs or policies (g., Vision Zero safety program, plaza program, etc.) in the city or the region Examples: Culver City, CA- 36 painted curb extensions, new crosswalks, protected bike lanes, bus lanes and new pedestrians spaces along a 1.3 mile corridor Mexico City, Mexico - Large new painted pedestrian plazas around the grand Zocalo central square with seating, shade and safer connections to surrounding streets New York, NY- Large new painted pedestrian plazas, public space activations, and traffic safety improvements in world-famous Times Square https://asphaltart.bloomberg.org/grants/ 5/10 12/8/24,5:54 PM Grants I Asphalt Art Bloomberg Philanthropies Toronto, Canada - Painting, activation, and creation of new public spaces along the Bentway under a downtown elevated freeway Mazatlan, Mexico - New crosswalks, curb extensions, and a neighborhood plaza for community events and local businesses Site Each application must have a site identified for the proposed asphalt art project (or sites, if multiple are feasible within the budget). Eligible sites should be on or adjacent to active roadways, have the potential for active pedestrian usage, and may include crosswalks, intersections, vehicle/parking lanes, pedestrian plazas, sidewalks, or highway underpasses. Sites may be located in and managed by one or multiple jurisdictions (city, state or county, public utility, regional transit authority, etc.) but must be largely or completely on public property and be fully open to the public. See page 71 in the Asphalt Art Guide for considerations when selecting a site. Applicants should define a significant challenge with the site that can be addressed by an asphalt art intervention (e.g., a major destination that is difficult to access, lack of useful public space, or a street with a high volume of pedestrians, cyclists, or drivers). Applicants are encouraged to include all available data about traffic and pedestrian volumes, crash and injury histories, speeds or other relevant metrics. Goals and metrics may differ from project to project, but proposals with clear safety-related goals will be prioritized. See our List of Common Metrics for reference. Budget Each application must include a proposed budget outlining the size of the grant requested (up to $100,000) and how the grant will be spent. Typical costs covered by the grant include artist fees, paint and other supplies, community engagement expenses, maintenance of artwork and other components, and programming and activation (where applicable). Competitive proposals will include in-kind support from the municipality, particularly from the engineering or transportation department, such as permitting, resurfacing, engineering drawings, installation of signs and markings, bollards or other traffic barriers, traffic control during installation, and/or maintenance. Proposals may also make use of additional funding or in-kind support from outside sources, if applicable.
