Introduction: The intent of this agenda item is to request that City Council allow the list of approved projects categories to be paid from ARPA funds be revised. Background: The City of Port Arthur has received a total of$26,731,836 from the American Rescue Plan Act (ARPA) which has been allocated in several project categories. In addition, over$2 million in interest is also available now. The current and requested allocations are shown in Exhibit A. Budget Impact: The budget appropriation is a set amount that was already approved by council. Recommendation: The attached Proposed Resolution No. 24003 requests that the list of approved project categories to be paid from American Rescue Plan Act(ARPA)funds be revised and we recommend that the City Council approve it as presented. A RESOLUTION AUTHORIZING THE CITY MANAGER TO REVISE THE AMERICAN RESCUE PLAN ACT (ARPA) PROJECT CATEGORIES WHICH WERE PREVIOUSLY APPROVED. WHEREAS, The City of Port Arthur was allocated a total of $26, 731, 836 in funding from the American Rescue Plan Act (ARPA) ; and, WHEREAS, a public hearing was held on January 18, 2022 to advise the public on the proposed allocation of funds; and, WHEREAS, Resolution 22-328 was passed on August 2 , 2022 to increase the revenue loss category by $6 million, to decrease the infrastructure category by $5 million and delete the broadband access category of $1 million; and, WHEREAS, Resolution 23-437 was passed on October 2 , 2023 to increase the revenue loss category by $2 Million to a total of $9 . 1 Million and the health department vaccination center be deleted as a separate project; and, WHEREAS, it is requested that the ARPA interest earned from 2022 to December 2024 be used towards Disaster Recovery 4332 Harvey Hazard Mitigation Grant Program 404 program delivery costs estimate of $1, 800, 000, Utility Projects cost estimate of $147, 000, Solid Waste Equipment Purchase for estimate of $147, 668 , ARPA Program Management for $90, 000, Utilities Projects for estimate of $147, 000, Sabine Pass Pipe Bursting for estimate of $500, 000, and Golf Course Drainage Pumps for estimate of $116, 000 for interest income earned estimated at $2 , 800, 668 . All current ARPA budget re- allocations be approved as shown in exhibit A; and, WHEREAS, the revision is in accordance with American Rescue Plan (ARPA) guidelines; and, WHEREAS, the City Council of the City of Port Arthur finds it to be in the interest of the citizens of Port Arthur to revise the American Rescue Plan (ARPA) project categories as shown in Exhibit "A" . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: That the facts and opinions in the preamble are true and correct . That the City Council hereby authorizes the City Manager to revise the American Rescue Plan Act (ARPA) Project Categories, in substantially the same form as attached hereto as Exhibit "A" . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
