Havens, Interim Fire Chief RE: P.R. 24063 —Authorizing the purchase of an Acela Monterra High-Water Rescue/Wildland Firefighting Apparatus Introduction: The intent of this agenda item is to seek the City Council's approval of Proposed Resolution 24063 authorizing the purchase of one (1) dual purpose Acela Monterra High-Water Rescue/Wildland Firefighting Apparatus from the Acela Truck Company of Bozeman, Montana in partnership with West-Mark under JCB Sourcewell Contract No. 032824-CER co- op pricing in the amount of$400,716.12. Background: Upon the evaluation of the Fire Department's response history, it was determined that the Fire Department has a need for both a High-Water Rescue Apparatus and a Wildland Firefighting Apparatus. Specifically, high-water and evacuation operations conducted during hurricanes, tropical storms, and flood events require a high-water apparatus to conduct effective, efficient, and safe movement of people and personnel out of harm's way. Also, when conducting firefighting operations in the urban/wildland interface areas of the city, especially in the Port Acres, Sabine Pass, and Pleasure Island areas, access and fire suppression activities will be greatly enhanced with a wildland firefighting apparatus. Both types of apparatus were evaluated. It was determined that acquiring an apparatus that could perform both of those specialized response missions without compromising the benefits of one for another would be the best option for both the Fire Department and the citizens we serve. This would also be the most fiscally responsible choice as well. The Acela Montera Monterra High-Water Rescue/Wildland Firefighting Apparatus meets both needs. The apparatus is equipped with a skid mounted fire pump that can be loaded or removed in a manner of minutes to switch from one mission profile to another. The price quoted includes a discount for full pre-pay of the apparatus upon order. The quoted cost does not include loose equipment(specialized wildland firefighting tools, fire hoses and nozzles, rescue equipment, hand tools, etc.) for this apparatus. Budgeted funds saved from the purchase of this apparatus will be used to complete the outfitting of this apparatus Budget Impact: Funds were budgeted in FY 2024-2025 Capital Improvement Account Number 625-19-047- 8523-00-10-000 for this purchase. A RESOLUTION AUTHORIZING THE PURCHASE ONE (1) DUAL PURPOSE ACELA MONTERRA HIGH-WATER/WILDLAND FIREFIGHTING APPARATUS FOR THE FIRE DEPARTMENT FROM ACELA TRUCK COMPANY OF BOZEMAN, MONTANA IN PARTNERSHIP WITH WEST-MARK THROUGH JCB SOURCEWELL CONTRACT NUMBER 032824-CER PRICING IN THE AMOUNT OF $400, 716 . 12 ; FUNDING AVAILABLE IN FY24-25 CAPITAL IMPROVEMENT ACCOUNT NUMBER 625-19-047-8523-00-10- 000 WHEREAS, the Fire Department has found it necessary to purchase one (1) dual purpose High-Water Rescue/Wildland Firefighting Apparatus for emergency and disaster response operations; and WHEREAS, the Fire Department along with the Finance Department have determined that it is most cost effective to purchase said apparatus through the Sourcewell Cooperative Purchasing Program; and WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as JCB Sourcewell, as an alternative to formal bid process; and WHEREAS, pursuant to Resolution No. 13-556, the City of Port Arthur authorized to participate in cooperative purchasing with JCB Sourcewell (formerly National Joint Powers Purchasing Alliance) cooperative purchasing program; and WHEREAS, a copy of the contract pricing worksheet and apparatus specifications for the apparatus are attached as Exhibit A; and WHEREAS, funds are budgeted and available for this purchase in FY24-25 Capital Improvement Account Number 625- 19-047-8523-00-10-000; and WHEREAS, the Fire Department recommends to the City Council that the City Manager be authorized to purchase one (1) dual purpose High-Water Rescue/Wildland Firefighting Apparatus . According to the US Army Technical Manuals: "The vehicle can ford water up to 30 in. deep for 15 minutes without damage or requiring maintenance before operation can continue." If vehicle will be operating in water 30 in. or of unknown depth, flywheel housing vent plug must be installed. Failure to comply may result in damage to equipment. (1) Remove flywheel housing vent plug (1) from stowage mount (2). (2) Install flywheel housing vent plug (1) in flywheel vent hole (3). Lubrication After Fording -If a fording operation occurs, lubricate all fittings below fording depth and check submerged gear boxes for presence of water. What Happens to the Truck If I Don't Have High-Water Fording Capability If a truck does not have a high water fording kit and it is necessary to ford up to 30" of water. the driver will have to stop. crawl underneath the truck, remove and fit a plug into the flywheel housing. limit the fording to 15 minutes or damage the vehicle, remove and replace the flywheel housing plug when finished fording and then manually check all gear boxes (up to 9) and lubricate all submerged fittings. Fording over 30 inches (without the Acela Monterra fording kit) will introduce water into all gear boxes. the fuel tank, the transmission, the CTIS system and the brake system which can lead to a catastrophic failure in the field. What Does Acela's High Water Fording Kit Provide: The Acela Monterra high-water fording kit increases the FMTV's fording capabilities from 30" to 50". We achieve this by extending all the axle vents, brake vents, fuel tank, transmission and CTIS vents to a manifold that sits 85" inches off the ground. Ail seals, glass. doors. door componentry, interior and dash components and electrical harnesses are removed. Cabs and cab components are meticulously rehabilitated using state of the art body repair and painting techniques and equipment.
