Mitchell,Interim Fire Chief RE: PR 24124 Purchase Self-Contained Breathing Apparatus Purpose: The intent of this agenda item is to seek the City Council's approval for PR 24124 for the replacement and purchase of Port Arthur Fire Department member Self-Contained Breathing Apparatus equipment(PPE)to meet all requirements for TCFP and NFPA standards. Background: Fire departments are required to maintain all Self-Contain Breathing Apparatus equipment (PPE) for each firefighter who would be exposed to hazardous conditions from fire or other emergencies and where the potential for such exposure exists. The set of Self-Contain Breathing Apparatus consists of properly fitting facepiece,and quick connect cylinder with compressed air that is worn by firefighters during the process of fire-fighting operations. Mandatory criteria for Self- Contain Breathing Apparatus are provided in 37 Tex. Admin. Code § 435.1 Protective Clothing and National Fire Protection Association (NFPA) 1981; Standard on Open Circuit Self-Contain Breathing Apparatus. Criteria as established requires Self-Contain Breathing Apparatus equipment be replaced every 10 years. In addition, the NFPA standard is that PPE has a ten-year life span and should be replaced at the end of life. Failure to follow the rules and standards places the Port Arthur Fire Department firefighter at higher risk for injury or Line of Duty Death and the City of Port Arthur at higher risk for liability in the event of a severe event involving a firefighter during operations. Budget Impact: A Self-Contain Breathing Apparatus with Facepiece is approximately$7,550.00.00 indicating a Capital item. Capital budgetary impact for replacement ten(10) Self-Contain Breathing Apparatus in the amount of$85,950.00.00,this is the quoted budget impact.Funding is available in Equipment Account number 625-19-047-8522-00-10-000. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE SELF-CONTAIN BREATHING APPARATUS EQUIPMENT FROM CASCO INDUSTRIES, INC. OF LAPORTE, TEXAS UNDER BUYBOARD CONTRACT NO. 698-23, WITH A PROJECTED CAPITAL BUDGETARY IMPACT OF $85,950.00.00; FUNDING IS AVAILABLE IN ACCOUNT NO. 625-19-047-8522-00-10-000 WHEREAS, the Port Arthur Fire Department is mandated to comply with the Texas Commission on Fire Protection (TCFP) Self-Contain Breathing Apparatus for Structural Firefighting regulatory requirements and National Fire Protection Association (NFPA) 1981 Standard on Open Circuit Self-Contain Breathing Apparatus for Structural Fire Fighting and NFPA 1971: Standard on Protective Ensembles for Structural and Proximity Firefighting; and WHEREAS, the Port Arthur Fire Department needs to replace Self-Contain Breathing Apparatus equipment due to damage and lifespan completion and TCFP- compliant Structural Firefighting Self-Contain Breathing Appartaus as well as TCFP compliant Personal Protective Equipment; and WHEREAS,Casco Industries,Inc. of LaPorte,Texas is a licensed independent service provider that can provide TCFP and NFPA compliant strucutural firefighting Self-Contain Breathing Apparatus equipment; and WHEREAS,Casco Industries, Inc. is an approved vendor through a Buyboard contract (see unit price quote attached hereto as Exhibit"A"); and WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as BuyBoard Cooperative Purchasing Program, as an alternative to formal bid process; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with BuyBoard Cooperative Purchasing Program; and, WHEREAS,the Port Arthur Fire Department will procure replacement self-contain breathing apparatus equipment through Casco Industries, Inc. of LaPorte, Texas, through Buy Board#698-23. The cost/quote estimated attached as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager is hereby authorized and directed to purchase Self- Contain Breathing Apparatus replacement equipment from Casco Industries, Inc. of LaPorte, Texas through BuyBoard #698-23, in an amount not to exceed $85,950.00.00 (quote attached hereto as Exhibit"A"), as determined by the projected replacement timeframe.
