I. INVOCATION, PLEDGE & ROLL CALL
Mayor Bartie gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, January
14, 2024 at 4:03 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Doneane Beckcom;
Councilmembers Willie "Bae" Lewis, Harold Doucet, Thomas Kinlaw, III. and Donald
Frank, Sr.; City Manager Ron Burton; City Secretary Kelly Moore; Interim City Attorney
Roxann Pais Cotroneo, and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Tiffany Hamilton Everfield joined the meeting during Executive Session.

The City Council recessed their meeting at 4:13 p.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 5:59 p.m. with
the following members present: Mayor Bartie; Mayor Pro Tern Beckcom;
Councilmembers Doucet and Kinlaw; City Manager Burton; City Secretary Bellard; City
Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso.
MOTION IN OPEN SESSION:
Mayor Pro Tern Beckcom read the following motion into the record:
A Motion To Authorize The City Manager, City Attorney And
Engineering Consultant To Negotiate Change Order No. 1 To The
Contract Between The City And M. K. Painting, Inc. On The
Procter Street Elevated Storage Tank Rehabilitation Project In An
Amount In Compliance With State Law
Upon the motion of Mayor Pro Tern Beckcom, seconded by Councilmember Kinlaw and
carried the above-mentioned motion was adopted.
Voting Yes: Mayor Bartie; Mayor Pro Tern Beckcom, Councilmembers Doucet and
Kinlaw.
Voting No: None.
III. ADJOURNMENT OF MEETING
The Mayor adjourned the meeting at 6:01 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
