Introduction: The intent of this Agenda Item is for the City Council to ratify the Emergency Repair of the Sewer Blockage on 9th Avenue and Hwy 73. Background: The 8" sanitary sewer line between the Civic Center and Ambroise Village Apartments was blocked and caused the manhole at 9th Avenue and Hwy 73 to overflow. The Water Utilities large Vactor is in the City Shop being repaired. The Collection crews had been trying to open the sewer with the smaller flush trucks but they were not able to open the line. A Vactor was borrowed from Public Works to open the line. However, the whole line was extremely blocked from the Ambroise Village Apartments to the Lift Station. This problem caused a serious TCEQ violation with public health and safety issues. Global Drilling of Winnie was the only company that could come with all the equipment needed during that time. The scope includes the sewer line clean by the super Vactor, bypass pumping, and a new manhole to provide access to clean the sewer line. The job was completed and the total cost is $96,800.00. Budget Impact: The total budgetary impact is $96,800.00 and funding in Account No. 405-40-000-8516-00-00- 000 is contingent upon the approval of budget amendment in Proposed Ordinance No. 7309. A RESOLUTION RATIFYING THE CITY MANAGER'S DECISION TO AUTHORIZE THE EMERGENCY REPAIR OF SEWER BLOCKAGE ON 9TH AVENUE AND HIGHWAY 73, FOR THE TOTAL NOT TO EXCEED AMOUNT OF$96,800.00 WITH GLOBAL DRILLING,INC. OF WINNIE, TEXAS, FUNDING IN WATER UTILITIES ACCOUNT NO. 405-40-000-8516-00-00-000 IS CONTINGENT UPON THE APPROVAL OF THE BUDGET AMENDMENT IN PROPOSED ORDINANCE NO. 7309. WHEREAS, the 8-inch sanitary sewer line between the Civic Center and Ambroise Village Apartments was blocked and caused the manhole at 9th Avenue and Highway 73 to overflow causing a serious safety and health concerns and also a state violation; and, WHEREAS,the emergency memo signed by the city manager on January 3, 2025 (Exhibit "A") authorized the emergency repair by Global Drilling, Inc. of Winne, Texas, which was the only company that could come at the time to clean out the sewer line by using the super Vactor, bypass pumping, and reinstall new manhole; and, WHEREAS,the project final cost was $96,800.00 (Invoice attached as Exhibit"B"); and, WHEREAS,pursuant to Section 252.022(a)(1)of the Texas Local Government Code,this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is authorized pursuant to Section 252.022(a)(3) of the Local Government Code because of the unforeseen damage to public machinery, equipment, or other property. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, PR No.24152 1/3/25 cv Page 2 of 3 THAT, the City Council hereby ratifies the City Manager's decision to authorize the emergency repairs for the total not to exceed amount of$96,800.00 (Invoice attached as Exhibit "B") from Account No. 405-40-000-8516-00-00-000 contingent upon the approval of the budget amendment in Proposed Ordinance No. 7309; and, THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the Meeting of the City Council.
