Duriso, Chief of Police RE: PR 24112-Ratification to apply for the S.T.E.P Comprehensive Grant Fiscal Year 2026 Introduction: The intent of this Agenda Item, is to authorize The City Manager, or his designee to apply for the FY 2026 Selective Traffic Enforcement Program(S.T.E.P) Comprehensive Grant. Background: The Port Arthur Police Department has a long history of participation in the Texas Department of Transportation- S.T.E.P Comprehensive Grant. The goal of this grant is to create safer driving environments on Texas roadways by having law enforcement conduct motor-vehicle stops. This in turn decreases injuries and deaths related to traffic accidents. Budget Impact: The FY2026 Selective Traffic Enforcement Program(S.T.E.P) Comprehensive Grant campaign is 75% funded by the Texas Department of Transportation, and 25% funded by the City of Port Arthur. This would allot funds for Port Arthur Police Officers to increase traffic enforcement in problem traffic areas in order to reduce traffic accidents, injuries, and fatalities associated with speeding. Recommendation: It is recommended that the City Council authorize the City Manager or his designee to apply for the FY2026 Selective Traffic Enforcement Patrol (S.T.E.P) Comprehensive Grant, as discussed and/or outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPLY FOR THE FISCAL YEAR 2026 TEXAS DEPARTMENT OF TRANSPORTATION S .T.E . P GRANT PROGRAM WITH A 25% CASH MATCH. WHEREAS, the City Council and the City of Port Arthur Police Department are dedicated to maintaining the highest degree of safety for the motoring public in Port Arthur, Texas; and WHEREAS, the Texas Department of Transportation advised the FY 2026 Texas Department of Transportation S.T.E. P Grant Program allocation for the City of Port Arthur; and WHEREAS, twenty-eight percent of fatal crashes, 13 percent of injury crashes, and 10 percent of property- damage-only crashes in 2022 were speeding-related; and WHEREAS, nationally 50% of teen passenger vehicle drivers who died in 2022, were unbuckled. There were 1, 129 children (14 and younger) died in traffic crashes in 2022; and WHEREAS, thirty-four percent of motorcycle riders involved in fatal crashes in 2020 were speeding, more than drivers of any other vehicle type; and WHEREAS, FY 2026 Texas Department of Transportation S .T.E. P campaign is 75% funded by the Texas Department of Transportation, 25% funded match by the City of Port Arthur, which would allot funds for Port Arthur Police Officers to increase traffic enforcement in problem traffic areas in order to reduce traffic accidents and the injuries and fatalities associated with speeding. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS : Section 1 . That the facts and opinions in the preamble are true and correct . P.R. No. 24112 1/17/2025 TMT Section 2 . That the City Council and the City of Port Arthur supports applying for the Fiscal Year 2026 Department of Transportation S .T. E. P Grant Program. Section 3. That a copy of the Resolution shall be spread upon the minutes of the City Council. READ, ADOPTED AND APPROVED on this day of February, A.
