RE: P.R. NO. 24153 —A resolution calling for a public hearing to consider a
Zoning Map Amendment (Zone Change)
Introduction:
The Port Arthur City Council is being asked to consider the approval of Proposed
Resolution No. 24153, calling for a public hearing to consider granting a Zoning Map
Amendment for approximately 20.734 (Called 20.7365) acres of land, Part of Lots 5, 6,
&7, Block 10, Range "H", Port Arthur Land Company Subdivision, Port Arthur, Jefferson
County, Texas.
The property is located between Lake Arthur Drive, Staff Sgt. Lucian Adams Drive, and
P.A.L.C.O. east of 9th Avenue.
The request aims to amend the zoning from Commercial Retail (CR) to a Planned
Development District (PD) for residential & commercial retail activity.
Background:
On or around January 28, 2025, an application for a Zoning Map Amendment was filed
with the Planning & Zoning Division.
In accordance with Appendix A, Section 6.03 of the City of Port Arthur Zoning
Ordinance, any person or corporation having a proprietary interest in any property may
petition the city council for a change or amendment to the provisions of this ordinance.
The Planning & Zoning Commission may, on its own motion or on request from the City

Council, institute a study and proposal for changes and amendments in the public
interest.
Notification of the hearing date and time will be published in the city's official newspaper
and mailed to adjacent property owners within a 200-foot radius at least 15 days before
the public hearing.
The Planning &Zoning Commission will conduct a public hearing on February 20, 2025,
at 5:30 P.M.

Recommendation:
It is recommended that the City Council consider the approval of Proposed Resolution
No. 24153, calling for a public hearing to consider granting a Zoning Map Amendment
for approximately 20.734 (Called 20.7365) acres of land, Part of Lots 5, 6, & 7, Block
10, Range "H", Port Arthur Land Company Subdivision, Port Arthur, Jefferson County,
Texas.
The property is located between Lake Arthur Drive, Staff Sgt. Lucian Adams Drive, and
P.A.L.C.O. east of 9th Avenue.
The City Council public hearing shall be held on Tuesday, March 25, 2025, at 10:00
A.M.

WHEREAS, it is being requested that the City Council consider a Zoning Map
Amendment for 20.734 (Called 20.7365) acres of land, part of Lots 5, 6, & 7, Block 10,
Range "H", Port Arthur Land Company Subdivision, Port Arthur, Jefferson County, Texas,
as delineated in Exhibit "A"; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission will hold a public hearing for this case
on February 20, 2025.
THAT the notice of the public hearing for the Planning and Zoning Commission
was published in the city's official newspaper and mailed to five (5) adjacent property
owners within a 200-ft. radius of the proposed site on February 5, 2025.
THAT a public hearing with the Port Arthur City Council to consider this Zoning
Map Amendment for 20.734 (Called 20.7365) acres of land, part of Lots 5, 6, & 7, Block
10, Range "H", Port Arthur Land Company Subdivision, Port Arthur, Jefferson County,
Texas, as delineated in Exhibit "A" shall be held on March 25, 2025, at 10:00 a.m. in the

City Council Chambers, Fifth Floor, City Hall, 444 4th Street, Port Arthur, Texas, or by
telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the City's official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the
City Council.
READ, ADOPTED, AND APPROVED this day of February, A.D. 2025, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
