Blackketter, Director of Public Works %~~"~/ SUBJECT: P. R. 15591- 3M Grant Funds v DATE: October 27, 2009 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution Number 15591. This resolution approves accepting a grant from the 3-M for the purpose of obtaining a grant for upgraded reflective sign materials in the amount of $31,172 and a grant for manufactured signs in the amount of $16,318. The total amount of this grant is $47,490. BACKGROUND: The Federal Highway Administration is upgrading the standards for reflective materials used to make traffic signs. The new material is significantly more expensive than that previously used. In order to help governmental agencies with this change, 3-M has offered aone-time grant for sign materials and manufactured signs. The amount that the City of Port Arthur is to receive is $31,172 for reflective sheeting and $16,318 for manufactured signage. The total amount of this grant is $47,490. BUDGETARY/FISCAL EFFECT: This is a substantial savings to the City for making the required upgrades. EMPLOYEE/STAFF EFFECT: None SUMMARY: I recommend that the City Council approve Proposed Resolution Number 15591. Footage: 900 Grant Guidelines 1. The grant must be used to upgrade current sign materials from engineer grade (Type I or II) material to a prismatic material (Type III/IV/X or Proposed Type XI). 2. The grant must be used within 90 days of grant award date. 3. Orders must specify 3M~ High Intensity Prismatic Sheeting (Type III/IV/X) or 3M~ Diamond Grade~DG3 Reflective Sheeting (Proposed Type XI) material. 4. The grant number must be supplied at the time of the order whether direct with 3M or through a sign fabricator. 5. The order placed directly with 3M or a fabricator must correspond to the information submitted in the grant application. 6. The entire grant must be redeemed against one order. 7. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR TO ACCEPT A GRANT FROM 3-M FOR THEIR SIGN GRANT PROGRAM IN THE AMOUNT OF $31,172 TO PURCHASE DIAMOND GRADE HIGH PERFORMANCE SIGN SHEETING AND $16,318 TO PURCHASE VARIOUS MANUFACTURED TRAFFIC SIGNS. WHEREAS, the Federal Highway Administration is upgrading their standards for reflectivity of traffic signs and sign materials and the City of Port Arthur will have to make this upgrade to all signs within the city limits, this Grant is a great opportunity to bring the traffic signs in the City of Port Arthur up to the new FHWA-MUTCD Standards without using city funding for this upgrade. WHEREAS, the City of Port Arthur has been approved by 3-M to receive $31,172 of 3M Sign Grant monies for the purpose of purchasing Diamond Grade reflective sign materials and $16,318 for various manufactured traffic signs; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and THAT, it is in the best interest of the City of Port Arthur to accept a grant from 3-M for the implementation of upgrading the standard of traffic signs and sign material from Engineering Grade to Diamond Grade; and THAT, the City Manager is authorized to accept a grant from 3-M in the amount of $31,172 for purchasing Diamond Grade reflective sign material to use with the City's sign making machine and $16,318 for various manufactured signs of Diamond Grade reflective sign sheeting; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
