Home My WebLink AboutPR 24193: APPROVING CONTRACT WITH ARGUS TALENT FOR TEMPORARY STAFFING SEVICES `� 7r City of ort rthu INTEROFFICE MEMORANDUM Date: February 13, 2025 To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Clifton Williams, Purchasing Manager RE: PR 24193—Temporary Staffing Service for the City Introduction: The intent of this Agenda Item is to seek City Council's approval for PR 24193 authorizing the City Manager to enter into a seven-month contract for Temporary Staffing Service with Argus Talent in the projected budgetary amount of $2,000,000.00 through TIPS Cooperative Purchasing Contract No. 230703 Background: The City received twenty-three bids for staffing service. The City is concerned with the large variance in markup cost. The City is not sure about the companies supplying the extremely low markup cost. The City would prefer to reject all the bids and revise the specs. While Purchasing is researching to update the specs, the City would like to award a seven-month contract to Argus Talent through the TIPs cooperative contract. The City has experience with Argus and has been satisfied with their service. Budget Impact: The Temporary Services Account numbers for the various departments will be used for the projected budgetary amount of$2,000,000. Recommendation: Human Resources seeks City Council's approval for PR 24193 authorizing the City Manager to enter into a contract for Temporary Staffing Service with Argus Talent in the projected budgetary amount of $2,000,000, as outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND ARGUS TALENT THROUGH TIPS COOPERATIVE CONTRACT NO. 230703, WITH A PROJECTED BUDGETARY AMOUNT OF $2,000,000.00 FOR THE PURPOSE OF PROVIDING TEMPORARY EMPLOYEES FOR THE CITY OF PORT ARTHUR; FUNDING AVAILABLE IN VARIOUS DEPARTMENTAL ACCOUNTS. WHEREAS, per Proposed Resolution No. 24175, the Purchasing Department has requested the City Council authorize the City Manager to reject all bids for Staffing Agency for the City of Port Arthur(P24-052),revise the bid specifications and rebid; and, WHEREAS, staff desires to continue with Argus Talent for temporary staffing through TIPS Cooperative Purchasing Program Contract No. 230703 while the specifications are being revised; and, WHEREAS, Argus Talent has Contract No. 230703 for Staffing Services with TIPS Cooperative Purchasing Program(Exhibit"A"); and, WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as TIPS a purchasing cooperative, as an alternative to a formal bid process; and, WHEREAS, pursuant to Resolution Number 12-008, the City entered into an interlocal agreement with Region VIII Education Service Center for participation in the Interlocal Purchasing System(TIPS) Cooperative Purchasing Program. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1: THAT the facts and opinions of the preamble are true and correct.
