Background:
The City's Purchasing Department advertised for qualified vendors in the Port Arthur News on
December 14, 2024, and December 21, 2024, to complete a transit planning study for Port
Arthur Transit (PAT). The City received and opened two (2) qualification packages from
vendors to complete the transit planning study. The two (2) packages were submitted from
Huitt-Zollars, Inc. and the Solco Group.
PAT was awarded a 2024 Safe Streets for All (SS4A)planning and demonstration grant from the
Federal Highway Administration(FHWA)to conduct a pedestrian access to transit plan(the
Plan). It is the first-ever look at pedestrian conditions for PAT customers in City of Port Arthur.
The pedestrian safety and quality of access to the transit stop is as important as the ride itself.
PAT is aware that for many transit customers, the walk to a bus stop needs to be significantly
improved. The Plan is PAT's first step to create an action plan that will qualify for future
FHWA, FTA, and TxDOT discretionary grant applications such as implementation or
demonstration grants.
After assessing each qualification package for experience, past performance, project approach,
and DBE availability the Solco Group received the highest scoring.
Recommendation: It is recommended City Council authorize proposed P.R. 24159. This
resolution would authorize the City Manager to enter into contract negotiations with the Solco
Group of Port Arthur, Texas to complete PAT's transit planning study.
Budgetary/Fiscal Effect: Funding to complete the transit planning study is funded by the FHWA at
100%.

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO CONTRACT NEGOTIATIONS WITH
THE SOLCO GROUP, LLC. OF PORT ARTHUR, TEXAS,
TO COMPLETE PORT ARTHUR TRANSIT'S (PAT)
PEDESTRIAN ACCESS TO TRANSIT PLANNING STUDY.
FUNDING IS AVAILABLE IN TRANSIT CAPITAL
ACCOUNT 401-70-530-8525-00-60-000, OTHER
CONTRACTUAL SERVICES.
WHEREAS, Port Arthur Transit (PAT) has obtained funding from the United States
Department of Transportation, which will be administered by the Federal Transit Administration
(FTA), to complete a pedestrian access to transit plan; and,
WHEREAS, resolution No. 06-169 authorized the City Manager to file, execute, and
accept federal assistance administered by the FTA; and,
WHEREAS, the Port Arthur Purchasing Division issued a Request for Qualifications
in the Port Arthur News on December 14 and December 21, 2024, to complete the transit
planning study, attached hereto as Exhibit"A"; and,
WHEREAS, two (2) qualification packages were received, and have been evaluated by
Purchasing and PAT, a copy of the scoring totals is attached hereto as Exhibit"B"; and,
WHEREAS, PAT recommends that the City of Port Arthur, through its City Manager,
authorize contract negotiations with Solco Group, LLC, the highest-scoring bidder, as outlined in
Exhibit"C".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to enter into contract negotiations with
Solco Group, LLC. of Port Arthur, Texas, to complete PAT's transit planning study.
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

Notable project accomplishments include project oversight for a new co-located Southwest Regional
Headquarters in Fort Worth, Texas, and the promotion of safe integration of unmanned aircraft systems
(drones)into the national airspace system.

multiple projects, including the Transit Building driveway reconstruction, Dallas & Fort Worth Avenue

JACK BROOKS REGIONAL AIRPORT-Beaumont/Port Arthur,Texas-Prepared an Independent Fee Estimate
and analysis for the BPT Taxiway Alpha realignment. Reviewed airport documents and FAA guidance and
made recommendations to the airport manager. Estimated the number of hours and fees necessary for the
design and bidding activities for the Taxiway A project. Provide documentation to be used for FAA

TRANSPORTATION RESEARCH BOARD-AIRPORT COOPERATIVE RESEARCH PROGRAM CONSTRUCTION
SAFETY PHASING PLANS(ACRP 08-03)-Researcher and subject expert for construction safety and phasing
projects on airports. Conducted research on best practices, tools, and lessons learned for developing
effective construction safety and phasing plans. Reviewed the US and international safety orders,
directives, and regulations concerning construction safety. Coordinated, scheduled, and interviewed FAA
engineers and safety inspectors in all nine (9) FAA regional offices.
AIRPORT PLANNING AT LIVINGSTON EXECUTIVE AIRPORT, LIVINGSTON, LA 12021 TO PRESENT.
TSG was specifically requested to work with the Livingston Parish Airport District Board to develop a capital
improvement project phasing for the proposed new Livingston Executive Airport. Kelvin led planning
recommendations and preliminary cost estimates regarding the proposed new airport runway length,
apron, taxiway, property boundaries, potential based aircraft, and FAA AIP funding eligibility. TSG also
drafted documentation that will be used as additional justification for the Board's resubmission of a
previous request for inclusion in the FAA National Plan of Integrated Airport Systems (NPIAS).

Atmira Martin, PMP, MBA, is an aviation enthusiast, pilot (1500 hours), and has 36+ years' experience in

Project. The project did encounter contaminated soil. The contaminated soil was sent off site to a proper
disposal area. Additional coordination with the contractor was necessary to ensure TECQ guidelines were
met. An additional TECQ study was conducted, and monitoring wells were placed throughout the site to
remain for a minimum of one year. Testing was conducted throughout the year. Additional effort
environmentally was continued to the next phase.The site has been cleared and has been sodded for erosion

TASK 1:The TSG SCOPE OF WORK(including but not limited to the following):
• Establish Mission and Vision for the Plan - TSG will engage stakeholders, including city officials,
transit staff, and community members, to collaboratively define a mission and vision that align with
Port Arthur's goals for pedestrian safety, accessibility, and transit connectivity.
• Define Evaluation Approach and Engineering Design Tasks-TSG will utilize a systematic evaluation
framework incorporating performance metrics,safety assessments,and ADA compliance to guide the
identification of engineering tasks.This will ensure a data-driven and outcome-focused approach.The
TSG design approach is discussed in more detail in the Project Phases section of this document.
• Provide a Definitive Schedule - TSG will develop a comprehensive project schedule with clear
milestones and deliverables.
TASK 2: IDENTIFY BEST PRACTICES FOR THE PEDESTRIAN ACCESS TO TRANSIT PLAN
• Review Global Pedestrian Master Plans - TSG will analyze pedestrian master plans from similar
municipalities or communities, identifying innovative components such as multimodal integration,
and performance measurement if applicable for the city of Port Arthur's needs.
• Provide Guidance for Learning from Other Jurisdictions - Drawing from best practices in similar
municipalities, TSG will provide actionable insights and frameworks to help Port Arthur Transit (PAT)
develop a plan that reflects world-class standards in pedestrian infrastructure and accessibility.
TASK 3: EXISTING CONDITIONS, PERCEPTIONS,AND BEST PRACTICES REPORT
• Utilize Comprehensive Data Sources - TSG will compile and analyze data from Jefferson County,
TXDOT, US Census, accident and crash reports, and similar sources to assess the current state of
pedestrian infrastructure. The data sources are also discussed in the Project Phases section of this
document.
• Conduct a Statistically Valid Survey - TSG will design and administer a survey to gather resident
perceptions, programming ideas, and demographic insights. This will inform targeted
recommendations to enhance pedestrian comfort and mode share.
TASK 4: PEDESTRIAN INFRASTRUCTURE PRIORITIZATION
• Develop a Prioritization Framework-TSG will create a prioritization model incorporating Vision Zero
crash analyses, equity emphasis areas, and TXDOT data to guide resource allocation for high-impact
pedestrian infrastructure improvements.
• Provide Strategic Guidance - TSG wilt deliver actionable recommendations to help the Transit
Department focus investments on critical areas to maximize safety, accessibility,and equity.

TASK 6: PEDESTRIAN-SUPPORTIVE POLICIES(2026)
• Review and Enhance Existing Policies - TSG will evaluate city policies and regulations, identifying
areas for improvement to foster a safer, more connected pedestrian environment.
• Coordinate with General Plan Efforts - TSG will work with the city of Port Arthur (all applicable
departments) to integrate pedestrian-forward policies into the broader General Plan, ensuring
alignment with long-term city mission and objectives.
• Recommend Policy Changes-TSG will propose actionable policy changes and new regulations that
can enhance pedestrian safety and accessibility. These proposals will include a thorough analysis of
current gaps in safety standards, recommendations for improved crosswalk designs, updated signal
timing, and the implementation of traffic-calming measures. TSG will also focus on ensuring
compliance with the Americans with Disabilities Act(ADA)by suggesting infrastructure improvements
such as tactile paving, accessible curb ramps, and widened pedestrian pathways.
TASK 7: PEDESTRIAN-SUPPORTIVE PROGRAMMING(2026)
• Recommend Programming Enhancements - TSG will provide comprehensive and actionable
recommendations for programs designed to enhance traffic safety, improve pedestrian education,
and streamline wayfinding systems. These recommendations will include strategies for reducing
accidents, promoting safe driving behaviors via websites and social media outreach, ensuring
pedestrians are educated about traffic rules and safety measures.
• Deliver Final Design Documents and Capital Improvement List -TSG will prepare detailed design
documents for evaluated bus stops and a prioritized list of capital improvement projects to guide
future investments.
TASK 8:TRANSIT REVIEW AND TRANSMITTAL
• Present Working Draft to City Manager-TSG will collaborate closely with transit staff to present the
draft plan, ensuring it reflects all prior discussions, analyses, and recommendations. This step
involves a detailed review of the draft to verify that all key elements align with the city's objectives and
address stakeholder concerns. TSG will incorporate any additional feedback provided during this
presentation, refining the document to enhance clarity, accuracy, and comprehensiveness prior to
presenting the draft plan to the City Manager. The goat is to prepare a polished and well-structured
plan that is ready for the next phase: public hearing and engagement.
• Facilitate Public Hearing and Finalize Plan - TSG will lead a public hearing to gather stakeholder
input, revise the draft based on feedback, and deliver the final approved plan to the City Manager for

SECTION A.STUDY MISSION/VISION DEFINITION.COPA, PAT, and TSG will define the mission of the Transit
Planning Study for improving pedestrian access in Port Arthur, TX.The effort will reflect the City's continued
commitment to create a safe, accessible, and efficient transit network that prioritizes the needs of all
community members, particularly pedestrians. This planning study will also define the vision where well-
designed pathways connect residents seamlessly to bus stops,fostering a robust public transit system that
encourages sustainable mobility. By integrating safe walkways, clear signage, and user-friendly
infrastructure, the initiative aims to enhance the overall transit experience, reduce reliance on personal
vehicles, and promote healthier lifestyles. The vision will reflect COPA's initiatives to cultivate livable
communities in Port Arthur, where accessible transit options empower residents to thrive, engage, and
participate fully in their neighborhoods.
SECTION B. IDENTIFICATION OF PEDESTRIAN SAFETY AND ACCESS ISSUES. The goal of this planning
effort is to provide PAT with vital information and improvements to help ensure that their bus stops, and bus
operations provide safe pedestrian access.This effort in the planning process will provide a checklist of items
for assessment of existing physical PAT Bus Stops. Existing condition assessments to include:
• Sidewalk presence and condition near the bus stop,
• Roadway crossing treatments near the bus stop (crosswalks, pedestrian signals, pedestrian
pushbuttons,
• pedestrian signal timing,
• audible warning signals).
• Path of access between the sidewalk and bus stop boarding area.
• Readability of bus stop signs.
• Obstructions at the bus stop.
• Bus stop shelters and seating.
SECTION C. PROMPT LISTS AND ROAD SAFETY AUDITS. Prompt lists are listings of potential issues tha
should be considered when conducting a road safety audit(RSA).An RSA is a formal safety examin. --

identifies safety considerations and suggests measures that can be implemented within the project schedule
and available budget.TSG will utilize prompt list for transit from the Federal Highway Administration's(FHWA)
Road Safety Audit Guidelines and Prompt Lists(FHWA-SA-07-007).
SECTION D. PEDESTRIAN CATCHMENT AREA FACILITY INVENTORIES. TSG will consider sidewalk and
roadway crossing facilities in the entire catchment area surrounding a transit stop, not just in the immediate
vicinity of the stop location. These inventories often take advantage of existing GIS and aerial photography
data to reduce field labor time.
SECTION E. PEDESTRIAN QUESTIONNAIRES. Those who regularly walk to and from bus stops or transit
stations are often familiar with pedestrian safety issues along their routes and will typically share this
information. To take advantage of this first-hand knowledge, TSG and PAT will initiate and distribute
questionnaires to transit riders to gather feedback about pedestrian safety and access conditions at and
around transit stops and stations.
A variety of questionnaire formats will be used, including providing printed forms on buses; conducting in-
person interviews at transit stops; and posting online surveys. Pedestrian questionnaires will also gather
useful information about rider characteristics, such as transit use frequency, and walking distances to transit
stops.Other information that can be collected by questionnaire includes:
• Trip purpose.
• Basic demographics.
• Perception of safety at roadway crossings.
• Convenience of crosswalks.
• Perception of sidewalk facilities (width and condition).
• Perception of walking environment(comfort and convenience).
• Origin and destination of trip.
• Comfort and convenience of transit locations.
SECTION F. PEDESTRIAN CRASH DATA ANALYSIS. TSG wilt work with local and state transportation and
police departments to analyze pedestrian crash data near transit access points to help prioritize improvement
areas. Police-reported crash data do not typically capture all pedestrian crashes that occur. To see clear
trends, three to ten years of crash data will be gathered and evaluated. Once TSG has reviewed crashes and
other relevant data, TSG and PAT Staff will identify priority sites for safety improvements. Sites selected for
improvements wilt be further evaluated comprehensively so that an appropriate combination of pedestrian
safety treatments can be applied. Additionally, other data resources will also be gathered such as, but not
limited to:
• Typical Walking Distance Transit
• Motor Vehicle Speed Data

ACTION ITEMS- PRELIMINARY PLANNING AND DESIGN CONSIDERATIONS
SECTION A. ENGINEERING ACTIONS. TSG will provide preliminary engineering design for all prioritized bus
stops and other locations that will need upgrades, reconstruction, and repair.The design of paths,sidewalks,
and transit stops contribute to a passenger's experience and perception of safety on the transit syste

patrons wilt not be forced to walk in the street while traveling to or from a stop or station. In addition,roadway
crossings will be designed to be safer with an appropriate combination of facilities, such as marked
crosswalks, median crossing islands,warning signs, and pedestrian signals.
TSG will apply design concepts known as "universal design"to ensure the built environment is usable and can
be shared by all people,thus eliminating the need for specialized design.The Americans with Disabilities Act
Accessibility Guidelines (ADAAG) describes the minimum designs for providing accessibility for all
pedestrians.
• Bicycle Considerations. Whenever possible, TSG's design will provide roadways and pathways to
facilitate safe interactions between bicycles and cars, trucks,transit vehicles, and pedestrians. Any off-
street facilities provided for both pedestrians and bicyclists will be provided but will not impede or
endanger pedestrians.The AASHTO Guide for the Development of Bicycle Facilities will be followed during
planning,design, and construction projects to ensure that appropriate bicycle facilities are provided.
• Transit Vehicle Design. Safety innovations, such as strobe tights to increase the visibility of buses and
improve the safety of pedestrians as they access transit will be evaluated. TSG wilt consider designing
transit vehicles that can increase the safety of passengers and reduce the risk of collisions with
pedestrians.
• Facility and Bus Safety Options.TSG's effort will also include any Bus Options and may not already been
installed by PAT on their existing buses and may provide additional safety features for the users such as
the following:
o Collision avoidance technology on buses—This system provides operators with an advance warning
or alarm when pedestrians or other objects are within close proximity of the bus.
o Strobe lights on top of buses—The strobe lights are intended to get the attention of pedestrians when
buses approach bus stops and shelters.
o Door safety interlocks—These automatic controls prevent buses from moving once doors are open.
Right rear wheel safety guards—These devices can reduce the risk and severity of rear wheel
pedestrian accidents.
o Front brake lights—Brake lights mounted on the front of the bus indicate to pedestrians crossing the
street in front of a bus when the bus is stopped and when it has started to move.

SECTION B. TRANSIT STOP LOCATION AND DESIGN. The location and design of transit stops can
significantly impact the safety and comfort of pedestrians accessing transit services.TSG's design efforts will
have several considerations that are important to the location and design features of bus stops.
BUS STOP LOCATION. TSG's engineering designs for new bus stop locations will provide locations with then,
safest and most convenient pedestrian access possible.

• Flag Stops. In rural areas with low volumes of transit riders, this system allows passengers to wait along
the side of the road at a convenient location that may not necessarily be a designated bus stop. TSG will
evaluate any flag stops and prioritize projects to develop specific policies for drivers and passengers to
use for determining when and where it is safe to pick up or discharge passengers. Because no landing
pads, sidewalks or other pedestrian facilities are provided, it is important that pedestrians, drivers, and
transit operators receive training on safety procedures for using flag stops.
• Near-side and Far-side Bus Stops at Intersections.At intersections,bus stops can be located either on the
near-side or the far-side of the intersection,depending on many factors.TSG's planning and design efforts
will evaluate existing stops to provide Far-side bus stops have the safety benefit of encouraging
pedestrians to cross the roadway at the intersection behind the bus. This increases the visibility of
pedestrians to drivers traveling through or turning at the intersection. TSG's evaluation of existing bus
stops will also evaluate stops with pedestrians crossing an intersection in front of a near-side bus stop are
not as visible to drivers approaching the intersection from behind the bus.
• Transit stops can also be located at midblock locations.TSG's inventory evaluation will include Midblock
stops that can reduce the distance pedestrians need to travel to reach destinations in the middle of long
blocks.TSG's planning evaluation will consider that midblock stops may encourage pedestrians to cross
roadways at locations where there is no traffic control. Midblock stops will be designed carefully to ensure
the safety of pedestrians using the bus. As part of the effort, roadway and pedestrian crossing facilities
and motorist warning devices will be evaluated and prioritized.
SECTION C. LOADING ZONE. TSG's planning and design effort will evaluate a number of options for the
configuration of on-street loading zone areas.
SECTION D. LANDING PAD. TSG's preliminary designs will comply with all ADA guidelines required for a
landing pad to be located at all bus stops to allow pedestrians to enter and exit the bus safely without entering
the street. In addition to satisfying ADA guidelines,TSG wilt professionally design landing pads to create a safe
place for pedestrians to wait away from grass, mud,and traffic.
SECTION E.SHELTERS AND OTHER PEDESTRIAN WAITING FOR FACILITIES.TSG and PAT Staff will consider
this amenity on a case-by-case basis. COPA and PAT currently provide shelters at high volume ridership bus
stops. However, whenever warranted, shelters will be planned near stops near hospitals and senior centers
where passengers are less able to walk or stand for prolonged periods of time.
SECTION F. IDENTIFICATION AND WAYFINDING SIGNS. TSG's planning document will provide existing
locations of signage and wayfinding, evaluate the effectiveness of their locations, and provide suggestions on
location so that signs are visible to both pedestrians and transit drivers. These identification signs may also
provide schedules and other information about the transit routes that serve the particular stop or station.The
planning effort will also recommend that signage be available and accessible to all potential passengers
including those with visual impairments (through the use of audio or tactile signage) and those who cannot
read English (through the use of pictograms,graphics,and text in other languages).
SECTION G.SECURITY AT TRANSIT STOPS.TSG's planning effort will evaluate and propose approaches used
to improve the security of transit stops and stations, including providing:
• Clear sight lines into and out of waiting areas(including shelters).
• Well-lit waiting areas.

SECTION H.MAINTENANCE.One of the advantages of TSG's services is that planning and engineering efforts
consider everyday maintenance for facilities being built. We understand that COPA and PAT strive to have
routine maintenance of their facilities and ensure continued functionality and safety of pedestrians. PAT has
currently built bus stops with canopies that are simple to clean, functional, and made with long lasting
materials. This planning effort will continue to ensure that COPA and PAT's vision is reflected in the Transit
Planning Study.

ACTION ITEMS- PLANNING STUDY RECOMMENDATIONS
SECTION A.ORGANIZATIONAL IMPROVEMENTS.TSG will provide COPA and PAT with recommendations for
possible organizational changes that can have positive effects on pedestrian safety and convenience. These
actions include reviewing and updating internal policies and procedures, such as:
• Establishing a pedestrian and/or bus stop coordinator position within the agency to work with local and
state transportation departments,and citizens, and to review transit agency policies and operations.This
coordinator should be in regular contact with transit agency staff working on route planning, scheduling,
transit stop facilities, and coordination with other organizations.
• Ensuring that the pedestrian/bus stop coordinator or other staff person is aware of construction activities
planned at or around bus stops and other transit facilities and works with roadway agencies and their
contractors to assure that adequate pedestrian access routes are provided during construction periods.
• Provide periodic training on pedestrian safety to agency staff, consultants, and operators to improve the
quality of transit service and the safety record of bus and train operators (see example). Staff and
operators should follow a consistent set of safety guidelines and be clear about individual roles and
responsibilities related to pedestrian issues.
• Pedestrian Safety Training for Transit Operators.Training program guidelines and resources are provided
by:
• The Federal Transit Administration(http://www.fta.dot.gov).
• The American Public Transportation Association (http://www.apta.com).
■ The Community Transportation Association of America (http://www.ctaa.org).
SECTION B. UPDATE POLICIES.TSG's planning effort will also evaluate ways to improve pedestrian safety by
updating internal policies. Example policy actions that can be taken include:
• Enhancements to this bus stop include a shelter, bench, level landing pad, and an improved roadway
crossing to increase pedestrian safety near the stop.
• Compile and maintain a detailed inventory of bus stops and their features so that pedestrian safety and
access improvement needs can be identified and prioritized.
• Incorporate pedestrian features into standard plans and standard designs for transit stops, stations and
other transit facilities. Ensure that these features are included in cost estimates and programming details
from project conception through construction and maintenance.

SECTION D. IDENTIFY ADDITIONAL FUNDING RESOURCES. TSG services provide potential grant
evaluations, administrative support, potential capital resources such as:
• Consider allocating some capital improvement resources as matching funds to improve pedestrian safety
and access in partnership with cities, counties, tribal governments, TxDOT, TECQ, regional agencies or
other organizations.
• Surface Transportation Program(STP)funds,which are often administered through the TxDOT.
• Bus and Bus Facility Grants (Section 5309) provided by the Federal Transit Administration (FTA) provide
capital funding for transit-related improvements, including passenger shelters.
• The Congestion Mitigation and Air Quality (CMAQ) Improvement Program, jointly administered by the
Federal Highway Administration(FHWA)and the FTA,provides financial and technical resources for transit
agencies and metropolitan planning organizations (MPOs) seeking to improve air emissions from
transportation-related sources.
• TECQ provides grants for minimizing emissions. These grants support electric vehicle upgrades, new
electric vehicles, and stations.

The Transit Planning Study for the City of Port Arthur,TX aims to enhance pedestrian access to the local transit
system,fostering a more integrated and user-friendly transportation network.TSG will provide comprehensive
documentation that outlines the current challenges faced by pedestrians, including inadequate sidewalks,
insufficient crosswalks, and limited connectivity to key transit hubs. The study incorporates data gathered
from community surveys, traffic assessments, and stakeholder interviews to identify priority areas for
improvement.
SECTION A.SURVEY.The approach to the pedestrian questionnaire regarding their bus stop experiences will
focus on gathering comprehensive and actionable insights from users of the transit system in Port Arthur.The
questionnaire will be designed to capture a range of factors influencing the pedestrian experience, including
safety, accessibility, signage clarity,and overall satisfaction with the bus stop facilities. By employing a mix of
quantitative and qualitative questions, the survey will allow respondents to rate specific aspects of their
experiences while also providing open-ended opportunities for detailed feedback.
To maximize participation,the survey will be distributed through various channels,including online platforms,
local community centers, and transit hubs, ensuring accessibility for all demographics. Additionally, efforts
will be made to engage with diverse community groups to encourage participation and gather a wide array of
perspectives.This thorough approach will enable planners to identify key areas for improvement and prioritize

Planning Study in Port Arthur is designed to actively engage the community in the planning process,ensuring
that the voices of residents are heard and incorporated into the final recommendations. This approach
includes a series of workshops, focus groups, and public meetings, where community members can share
their experiences, concerns, and ideas regarding pedestrian access to transit. Additionally, surveys will be

Outreach efforts will also leverage social media platforms and local media to raise awareness and encourage

TSG wilt hold regular staff meetings to foster collaboration among team members, ensuring that everyone is
