No. 24220 authorizing the City Manager to commit matching funds for the Texas General Land Office (GLO) Coastal Erosion Planning and Response Act (CEPRA) Grant for the Restoration of North Pleasure Island, Port Arthur, TX, in the amount not to exceed $50,000. Background: In collaboration with Jefferson County, the United States Corps of Engineers, the Orange Navigation District, Lamar University,and the Texas Lone Star Alliance,the City of Port Arthur has developed plans to restore the eroded north end of Pleasure Island, Port Arthur, TX. This project will create a marsh complex of up to 3,000 acres. The proposed project is sized to yield meaningful benefits to Port Arthur's economy, local industry, navigation, national security, community resiliency, Sabine Lake ecology, education, and the quality of life in Southeast Texas. The CEPRA grant will address the project's permitting and preliminary engineering design. Budget Impact: Funding in the projected budgetary amount of $50,000.00 is available for this purpose in Account Number 450-60-400-5470-00-00-000. Recommendation: It is recommended that the City Council approve P.R. No. 224220, authorizing the City Manager to commit matching funds in an amount not exceeding$50,000 for the Texas General Land Office (GLO) Coastal Erosion Planning and Response Act (CEPRA) Grant for the Restoration of North Pleasure Island, Port Arthur, TX. A RESOLUTION AUTHORIZING THE CITY MANAGER TO COMMIT MATCHING FUNDS FOR THE TEXAS GENERAL LAND OFFICE (GLO) COASTAL EROSION PLANNING AND RESPONSE ACT (CEPRA) GRANT OF $600,000 FOR THE RESTORATION OF NORTH PLEASURE ISLAND, PORT ARTHUR, TEXAS. GLO'S PORTION OF THE GRANT IS $360,000, PLUS THE MATCHING FUNDS FROM BOTH ORANGE AND JEFFERSON COUNTIES IN THE AGGREGATE AMOUNT OF $190,000, FOR A TOTAL COMBINED GRANT OF $550,000. THE CITY OF PORT ARTHUR IS RESPONSIBLE FOR AN AMOUNT NOT TO EXCEED $50,000; THE FUNDING FOR THIS PROJECT IS PLEASURE ISLAND'S OTHER CONTRACTUAL SERVICE, 450-60-400-5470-00-00-000. WHEREAS, The City of Port Arthur's Pleasure Island Department has partnered with Jefferson County, the United States Corps of Engineers, the Orange Navigation District, Lamar University, and the Texas Lone Star Alliance to develop plans to restore the eroded north end of Pleasure Island, Port Arthur, TX with the addition of approximately 3,000 acres of marsh island. Attached as "Exhibit A"; and, WHEREAS, the proposed project is sized to yield meaningful benefits to Port Arthur's economy, local industry, navigation, national security, community resiliency, Sabine Lake ecology, education, and the quality of life in Southeast Texas; and, WHEREAS, the proposed Project is a part of the Texas General Land Office's Coastal Resiliency Master Plan(TCRMP); and, WHEREAS, the $600,000 CEPRA grant requires a 40% match of $240,000.00, and is needed for the permitting and preliminary engineering design of a project to restore North Pleasure Island; and, WHEREAS,the City of Port Arthur will be responsible for committing $50,000.00 of the 40%matching funds. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized and directed to commit a portion of the matching funds for the $600,000.00 Texas General Land Office Coastal Erosion Planning and Response Act Grant permitting and preliminary engineering design for the Restoration of North Pleasure Island in the amount not to exceed$50,000.00.
