RE: P.R. 24222 —Applying for the Texas General Land Office (GLO) Coastal Erosion
Planning and Response Act (CEPRA) Grant for the Restoration of North Pleasure
Island
Introduction:
The intent of this Agenda Item is to request the City Council's approval of P.R. No. 24222
authorizing the City Manager to apply for a funding opportunity through the Texas General
Land Office (GLO) Coastal Erosion Planning and Response Act (CEPRA) for the Restoration
of North Pleasure Island, Port Arthur, TX.
Background:
The $600,000 CEPRA grant requires a 40%match of$240,000.00 and is needed for the
permitting and preliminary engineering design of a project to restore North Pleasure Island.
Per Resolution No. 25-106, the City Council approved committing $50,000 of the 40%
matching funds for the General Land Office's Coastal Erosion Planning and Response Act
Grant. This funding opportunity will address the permitting and preliminary engineering
design for restoring the eroded north end of Pleasure Island, Port Arthur, TX. The deadline for
submitting the application is May 1, 2025

Recommendation:
It is recommended that the City Council approve P.R.No.24222,authorizing the City Manager
to apply for a funding opportunity through the Texas General Land Office (GLO) Coastal
Erosion Planning and Response Act (CEPRA) for the Restoration of North Pleasure Island,
Port Arthur, TX.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR A
FUNDING OPPORTUNITY THROUGH THE TEXAS GENERAL LAND
OFFICE (GLO): COASTAL EROSION PLANNING AND RESPONSE ACT
(CEPRA)FOR THE RESTORATION OF NORTH PLEASURE ISLAND
WHEREAS, the General Land Office has a funding opportunity titled the Coastal
Erosion Planning and Response Act, with an application deadline of May 1, 2025; and,
WHEREAS, this funding opportunity will address the permitting and preliminary
engineering design for restoring the eroded north end of Pleasure Island, Port Arthur, TX; and,
WHEREAS, the City of Port Arthur wishes to apply for the funding opportunity through
the General Land Office's Coastal Erosion Planning and Response Act's grant; and,
WHEREAS, the $600,000 CEPRA grant requires a 40% match of $240,000.00 and is
needed for the permitting and preliminary engineering design of a project to restore North
Pleasure Island; and,
WHEREAS, per Resolution No. 25-106, the City Council approved committing $50,000

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. The City Council authorizes the City Manager to apply for the funding
opportunity, "Coastal Erosion Planning and Response Act," through the General Land Office, as
detailed in Exhibit"A,"by May 1, 2025
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.
