Mitchell, Interim Deputy Fire Chief RE: Proposed Resolution 24241 for Port Arthur Fire Department new Station 3 Nature of the request: The Port Arthur Fire Department recommends that the City Council authorize the City Manager to execute a onetime payment to MHC Datacomm, Inc., of Orange, Texas,through Region 5 Education Service Center Southeast Texas Cooperative Purchasing Contract No. 20240203, for a fire department access control and camera system installation at the new Station 3.A one-time payment in an amount not to exceed $101,376.00 covers training and integrating the systems and is part of the ongoing construction of Station 3. This item was removed from the original specifications by the previous administration. Background Fire stations require robust security. Access control and camera systems enhance safety for firefighters and equipment. These systems deter unauthorized entry, monitor activity, and provide crucial evidence if needed. Integrating these systems at Station 3 ensures a secure environment,vital for effective emergency response and operational efficiency. Station 3 is under construction,representing a significant investment in our community's safety. Modernizing this facility with advanced access control and camera systems is essential. These technologies keep us current with evolving security standards and technological advancements. Funds available in Account 307-19-047-8512-00-30-000, Project BU0013.OTH, in the amount not to exceed $101,376.00 and includes the installation as well as the integration and training need for each of these systems. OF ORANGE, TEXAS THROUGH REGION 5 EDUCATION SERVICE CENTER SOUTHEAST TEXAS COOPERATIVE PURCHASING CONTRACT NO. 20240203 FOR ACCESS CONTROL AND CAMERA SYSTEM FOR PORT ARTHUR FIRE STATION NO. 3 IN THE TOTAL AMOUNT OF $101,376.00, FUNDING IS AVAILABLE IN ACCOUNT# 307-19-047-8512-00-30-000, PROJECT NO. BU0013 .OTH WHEREAS, the Port Arthur Fire Department is mandated to secure fire stations, ensuring firefighter access for shifts . Access control systems are essential for regulating entry and safeguarding critical infrastructure. Camera systems provide crucial surveillance, enabling the Port Arthur Fire Department to achieve comprehensive safety and security across all fire stations.; and WHEREAS, the Port Arthur Fire Department seeks to enhance access control and surveillance, creating a safer work environment . These improvements not only protect our personnel but also bolster community safety by ensuring efficient and secure emergency response operations ; and WHEREAS, the fire department is committed to continuous safety improvement . Implementing camera and access control systems enhances operational efficiency by providing a secure environment . This investment ensures firefighters can focus on serving the community, knowing their station is safe and secure for years to come; and WHEREAS, Exhibit "A" includes a copy of MHC Datacomm, Inc. provided a comprehensive quote covering all hardware, labor, and supplies for the project . The pricing also includes necessary training and seamless integration with existing systems at Central Fire Station, ensuring complete and functional installation; and WHEREAS, pursuant to Chapter 271, Subchapter D of the Texas Government Code, a city, by resolution of its governing body, may participate in cooperative purchasing programs established by the P.R. No. 24241 4/22/2025 aom State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and, WHEREAS, per Resolution Number 20-019, the City of Port Arthur entered into interlocal agreements for cooperative purchasing with Region 5 Education Service Center Southeast Texas Cooperative Purchasing Program; and, WHEREAS, MHC Datacomm, Inc. provided pricing from Region 5 Education Service Center Southeast Texas Cooperative Purchasing Program contract number 20240203, demonstrating compliance with governmental purchasing requirements . This contract ensures the program adheres to all necessary public procurement standards; and WHEREAS, funds are available in the budget for the new construction of Fire Station 3, PAFD Account #307-19-047-8512-00- 30-000, Project No. BU0013 .0TH. It is recommended that the circuits that the head-end equipment are powered from are on a UPS circuits.
