On December 5, 2024 SCS completed a quarterly landfill gas monitoring events at the landfill. A methane level of 35.6% by volume was recorded in probe GP-9. As a result of the elevated reading SCS implemented Section 4, Action Plan of Part III, Attachment 14, Landfill Gas Management Plan which outlined verification and notification procedures and the preparation of a remediation plan. The which will include the installation of the passive vents. In accordance with 30 TAC §330.371(c)3 and Section 5 Remediation Plan of Part III,Attachment 14, Landfill Gas Management Plan, on January 27, 28 and 29, 2025, SCS Engineers conducted investigation of the cause and location of the methane. A soil vapor survey of the shallow soil was completed in the area of GP-9. The methane migration assessment near GP-9 determined a large area of subsurface methane concentrations in excess of the regulatory limit. Detectable concentrations of methane ranged from 1 - 79 percent methane, with an average concentration of approximately 46 percent methane across all detections. Observations made during the delineation efforts indicate the methane is likely sourced from the ongoing landfill disposal activities (Site 1815-I). Final vertical soil gas data indicated detectable methane concentrations at depths of 3-8 ft below ground surface. Data collected during the lateral extent investigation indicate landfill gas is likely migrating across the north south trending boundary of Site 1815-I toward inactive waste Site 0009.Although the methane migration is obviously affected by the saturated conditions in the area, incorporation of data from previous soil gas evaluations near GP-6R, further supports Site 1815-I as the likely source. Although not considered a significant contribution based on the pressures and concentrations encountered, generated potential from inactive waste Site 0009 could not be specifically ruled out. The remediation of the methane includes the installation of 20 modified passive vents in areas of methane migration identified during GP-9 Methane Plume Delineation. The modified design of the passive vent is intended to significantly increase the lateral effective area to approximately 100 feet in shallow soils. Lateral piping is estimated at 3 feet below ground surface based on water levels 12651 Briar Forest Drive, Ste. 205, Houston,TX 77077 1 817-358-61621 Fax 281-293-7878 A•• Mr. Jorge Morales March 18, 2025 Page 2 across the site. Placement of the vents is based on observed pathways, points of exposure, and identified source areas. SCS is proposing the installation of the vents along the southeastern permit boundary beginning near the landfill entrance to the pond to the east. SCOPE OF WORK Task 1 — Additional Monthly Monitoring of GP-9 SCS is currently contracted to conduct monthly monitoring of GP-9 for two quarters through June of 2025 (four monthly monitoring events). With this proposal, SCS proposes to extend the monthly monitoring of gas probe GP-9 through the third and fourth quarters of 2025(an additional four monthly monitoring events). If additional monthly monitoring is necessary into 2026,SCS will contact the City prior to the additional activities for approval of additional funds. Task 1 — Passive Vent Installation SCC will install twenty (20) modified passive vents at the landfill. The purpose of the vents is to decrease the amount of methane at GP-9. SCS proposes to conduct the following activities: Vent No. Activity GV-01 to GV-20 The installation of these vents includes solar-powered turbine ventilators. The vents will be installed to approximately 10 feet below ground surface, will rise to 7 feet above ground surface and consist of 6-inch diameter SCH 40 PVC. The screen will consist of at least 6 feet of SCH 40 0.01-inch slotted screen. The vents will be backfilled with pea gravel. Six-inch corrugated HDPE perforated pipe will be connected laterally to the vents at a maximum depth of 3 feet bgs and extend to 50 feet on either side of the vent. The vents will be spaced approximately 150 feet apart. SCHEDULE SCS proposes to initiate work immediately upon receipt of notice to proceed from the City and proposes to submit the permit modification request within 180 days of the completion of the probe installations. FEES SCS proposes to conduct the Task 1 Additional Monthly Monitoring of GP-9 for $4,000 ($1,000 per monthly monitoring event) and Task 2, Passive Vent Installation on a lump sum basis for $135,000 and for a total of$139,000. As with other recent projects for the City, receipt of a Purchase Order will suffice for our notice to proceed. Any additional Services that the City may request with regards to this project or other tasks, will constitute a change order for additional services, or prepared as additional task orders. Mr. Jorge Morales March 18, 2025 Page 3 CLOSING We appreciate the opportunity to assist the City with this very important project and look forward to working with the City Staff to assure the project's success.
