RE: P.R. NO. 24234— A resolution calling for a public hearing to consider a
Zoning Map Amendment (Zone Change)
Introduction:
The Port Arthur City Council is being asked to consider the approval of Proposed
Resolution No. 24234, calling for a public hearing to consider granting a Zoning Map
Amendment for approximately 2.861 acres of land being out of the Peek Addition,
Jefferson County, Texas.
The property is located at 8520 Wilson Avenue, Peek Addition, Jefferson County,
Texas.
The request aims to amend the zoning from Medium Density Residential (MDR) to a
Planned Development District (PD).
Background:
An application was filed with the Planning and Zoning Commission on or around
September 25, 2024, requesting a Zoning Map Amendment to change the zoning from
Medium Density Residential to a Planned Development District.
The Planning & Zoning Commission will conduct a public hearing on May 5, 2025, at
5:30 P.M.

In accordance with Appendix A, Section 6.03 of the City of Port Arthur Zoning
Ordinance, any person or corporation having a proprietary interest in any property may
petition the city council for a change or amendment to the provisions of this ordinance.
The Planning & Zoning Commission may on its own motion or on request from the City
Council institute a study and proposal for changes and amendments in the public
interest.
Notification of the hearing date and time will be published in the city's official newspaper
and mailed to adjacent property owners within a 200-foot radius a minimum of 15 days
before the public hearing.

Recommendation:
It is recommended that the City Council consider the approval of Proposed Resolution
No. 24234, calling for a public hearing to consider granting a Zoning Map Amendment
for approximately 2.861 acres of land being out of the Peek Addition, Jefferson County,
Texas.
The property is located at 8520 Wilson Avenue, Peek Addition, Jefferson County,
Texas.
The City Council public hearing shall be held on Tuesday, June 3, 2025, at 6:00 P.M.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO
CONSIDER A ZONING MAP AMENDMENT FOR 2.861
ACRES OF LAND BEING OUT OF THE PEEK ADDITION,
JEFFERSON COUNTY, TEXAS. (NORTHWEST CORNER
OF WILSON AVENUE, 8520 WILSON AVENUE)
ZONING CASE NO. Z24-10

WHEREAS, the City Council of the City of Port Arthur, Texas, is considering a proposed
amendment to the official Zoning Map for a 2.861-acre tract of land, more particularly described and
depicted in Exhibit "A"; and
WHEREAS, in accordance with Chapter 211 of the Texas Local Government Code, a public
hearing is required prior to the adoption of any zoning change, and proper notice of such hearing must
be published in the City's official newspaper at least fifteen (15) days prior to the date of the hearing;
and
WHEREAS, the Planning and Zoning Commission will conduct a public hearing regarding the
proposed zoning map amendment on May 5, 2025, at 5:30 p.m. in the City Council Chambers, located
on the Fifth Floor of City Hall at 444 4th Street, Port Arthur, Texas, with the option for participation via
telephonic or videoconference means, in accordance with applicable law; and
WHEREAS, following the Planning and Zoning Commission's consideration and
recommendation, the City Council will hold a public hearing on June 3, 2025, at 6:00 p.m. in the City
Council Chambers, Fifth Floor, City Hall, 444 4th Street, Port Arthur, Texas, or via telephonic or
videoconference, to receive public comment and consider action on the proposed Zoning Map
Amendment affecting the 2.861-acre tract described in Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission shall hold a public hearing for this
on May 5, 2025 at 5:30 p.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street, Port
Arthur, Texas, or by telephonic and videoconference.
THAT a public hearing with the Port Arthur City Council to consider a Zoning Map Amendment
for a 2.861-acres of Land being out of the Peek Addition, Jefferson County, Texas, delineated in Exhibit
"A" shall be held on June 3, 2025, at 6:00 p.m. in the City Council Chambers, Fifth Floor, City Hall, 444
4th Street, Port Arthur, Texas, or by telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in the City's
official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the City Council.
