Background: The 16" Atlanta water line from 19th Street to 4th Street is the main water supply line for the downtown area of Port Arthur. Based on the work orders and the residents' concerns, the water line condition urgently needs rehabilitation. Arceneaux Wilson & Cole Engineer firm (AWC) provided professional services to design and construct a 20" water line replacement for the project. Resolution No. 24-021 awarded the project to Global Drilling Inc. of Winnie, Texas, for $2,377,477.00, and Arceneaux Wilson & Cole Engineer firm (AWC) of Port Arthur, Texas, is the project engineer and construction manager. Resolution No. 24-471 approved Change Order No. 1 to utilize directional drilling trenchless technology to install remaining portions of the new 20-inch water line to better accommodate construction plans. This change order increased the contract amount by $234,163.00 to a new contract amount of$2,611,640.00 and also extended the contract time by 90 days to a new total contract time of 270 days. AWC engineer, along with City Staff, is proposing Change Order No. 2 to repair a major leak on the 16-inch water line along Atlanta Avenue,repair a leaking 8-inch sanitary sewer line with bypass pumping, and install alleyway tie-ins to address previously unidentified underground "Remember,we are here to serve the Citizens of Port Arthur" City of ort rt{ttt - 7 utilities, increasing the contract amount by $109,900.00 to the new total contract amount of $2,721,540.00. Change Order No. 2 also proposed a time extension of 90 days to the new total contract completion time of 360 days, due to a contract time hold while the contractor worked with the pipe supplier and manufacturer to resolve material issues, during which no other work could proceed. Budget Impact: The initial contract amount was $2,377,477.00 Change Order No. 1 increased the contract amount by $234,163.00 to the new contract amount of$2,611,640.00. Change Order No. 2 will increase the contract amount by $109,900.00 to the new contract amount of$2,721,540.00. Funding is available in Capital Improvement Projects Account No. 405-40-000-8516-00-00- 000,Project No.WS0019-CON,contingent upon the approval of budget amendment in Proposed Ordinance No. 7331. Recommendation: It is recommended that City Council approve Proposed Resolution No.24305 to approve Change Order No.2 for the Atlanta Water Line Improvement project as discussed and/or outlined above. OF WINNIE, TEXAS, INCREASING THE CONTRACT AMOUNT BY $109,900.00 TO A NEW TOTAL CONTRACT AMOUNT OF $2,721,540.00, AND EXTENDING THE CONTRACT TIME BY 90 DAYS TO A NEW TOTAL CONTRACT TIME OF 360 DAYS; FUNDS ARE AVAILABLE IN CAPITAL IMPROVEMENT PROJECTS ACCOUNT NO. 405-40-000-8516-00-00-000, PROJECT NO. WS-0019 CON, CONTINGENT UPON THE APPROVAL OF BUDGET AMENDMENT IN PROPOSED ORDINANCE NO. 7331. WHEREAS, pursuant to Resolution No. 24-021, the Atlanta Water Line Improvement Project was awarded to Global Drilling Inc. of Winnie, Texas, with a total projected budgetary amount of$2,377,477.00; and, WHEREAS, pursuant to Resolution No. 23-464, Arceneaux Wilson & Cole Engineering Firm (AWC) of Port Arthur, Texas, was hired as Design and Construction Engineer to oversee the project; and, WHEREAS, pursuant to Resolution No. 24-471, Change Order No. 1 was approved to utilize directional drilling trenchless technology to install remaining portions of the new 20-inch waterline to better accommodate construction plans increasing the contract amount by $234,163.00 to a new contract amount of$2,611,640.00 and extending the contract time by 90 days to a new contract time of 270 days; and, WHEREAS, AWC is proposing Change Order No. 2 (EXHIBIT "A") to repair a major leak on the 16-inch water line along Atlanta Avenue; and, WHEREAS, it is in the best interest of the City to repair the 8-inch sanitary sewer line with bypass pumping and install alleyway tie-ins to address previously unidentified underground utilities, which increases the contract amount by $109,900.00 to the new total contract amount of $2,721,540.00; and, WHEREAS, due to a contract time hold while the contractor worked with the pipe supplier and manufacturer to resolve material issues, during which no other work could proceed, Change Order No. 2 also proposes a time extension of 90 days, increasing the total contract completion time to 360 days. Proposal For Change Order No. 02 for A TLA N TA WATER LINE IMPROVEMENTS AWC Job No. CPA-1160 Mr. Matthews: Attached is Change Order No. 2 for the Atlanta Water Line Improvements project. This change order is to increase the contract amount by $109,900.00 and extend the contract time by 90 calendar days. As part of an Emergency Field Order,the City requested the Contractor assist City forces to repair a large water leak on the existing 16-inch water line along Atlanta Avenue. The Contractor was able to mobilize efforts for installation of a 16-inch line stop and 16-inch gate valve in order to allow the City to isolate the section of existing water line that experienced a joint separation. Utilizing a line stop and traditional gate valve, the Contractor saved the City from a large additional financial burden of having to utilize the installation of an insertion valve. This Emergency Field Order also included the repair of an existing 8-inch gravity sanitary sewer line found to be leaking during the construction of an alleyway crossing tie-in of the proposed water line. The Contractor provided bypass pumping and materials necessary to repair the leaking sanitary sewer line. Due to the high density of both existing and abandoned underground utilities within the alleyway crossings, the Contractor has had to install additional water 409 724.7888 3120 Central Mall Drive Port Arthur TX 77642 Engineering Surveying awceng.com F-16194 10194049 1 . 1 ... line length and bend fitting to navigate the proposed water line crossing tie-ins to the existing water line within the alleyway. During the design phase, the Engineer utilized both City resources and topographic survey data to map the existing utilities within the project area. However once in construction, the Contractor found several existing underground lines, both active and abandoned, that were unable to be previously located. Due to the congested area caused by these existing underground lines,ten (10) proposed alleyway crossing tie-ins were affected. The City and Engineer have reviewed the proposed changes and agree they are within the budget and scope as requested. This change order reflects an adjusted date of completion. This adjusted date of completion was due to an 83-calendar day contract time hold. This contract time hold was experienced due to the Contractor working with both the HDPE pipe supplier and manufacturer to resolve pipe material issues. The City and Engineer recognized at the time of this contract time hold; the Contractor could not move forward with completing any other work until the pipe material issues were resolved. This change order will extend the original contract time by 90 calendar days and increase the original contract amount by $109,900.00. We recommend that the City of Port Arthur authorize this change order to the contract as submitted.
