HomeMy WebLinkAboutPR 24306: LONG TERM CLOSURE AGREEMENT WITH BURROW GROUP SERVICES, LLC, NORTH LEVEE ROAD ON PLEASURE ISLAND PR 24306 TNR 04/25/25 RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A LONG-TERM STREET CLOSURE AGREEMENT WITH BURROW GROUP SERVICES, LLC OF BEAUMONT, TEXAS, FOR THE ONGOING CONSTRUCTION ACTIVITIES AND CHANGING ROAD CONDITIONS ON NORTH LEVEE ROAD ON PLEASURE ISLAND TO PUBLIC TRAFFIC, FROM THE DATE TO BE DETERMINED THROUGH DECEMBER 31, 2025. WHEREAS, the City owns and operates a system of streets for public use and benefit, including North Levee Road located on Pleasure Island; and WHEREAS, Burrow Global Services, LLC of Beaumont, Texas (Company), has requested the long-term closure of Lakefront Drive beginning at the intersection of T.B. Ellison Parkway and Lakefront Drive, approximately 3,600 feet ending at North Levee Road. (See attached Map) from a date to be determined through December 31, 2025, as described in the attached "Exhibit A"; and WHEREAS, the United States Army Corps of Engineers (USACE) is currently undertaking dredging operations along the Intracoastal Canal as part of a federally authorized, USACE-constructed, and locally operated and maintained flood risk reduction project; and WHEREAS, the project area provides critical protection to large residential communities and major industrial zones that represent significant public and private infrastructure investments within the City of Port Arthur and the surrounding region; and WHEREAS, to ensure the safety and security of the public, construction personnel, and federal infrastructure during active dredging operations, it is necessary to temporarily close a portion of North Levy Road to vehicular and pedestrian traffic; and WHEREAS,the temporary closure will allow for uninterrupted progress on this vital flood mitigation project while protecting the integrity of equipment and work activities within the designated construction zone; and WHEREAS, the City finds that active construction activities are underway at Placement Area 11 (PA11) located on Pleasure Island adjacent to North Levee Road; and WHEREAS, said construction activities have become less predictable and continue to create worsening road conditions, leading to potential hazards for the traveling public; and WHEREAS, to protect the safety and welfare of the public and construction personnel, it is necessary and appropriate to temporarily close North Levee Road to through public traffic for the duration of the construction activities; and PR 24306 TNR 04/25/25 WHEREAS, the City has received a letter from Burrow Global Services, LLC of Beaumont,Texas, attached hereto as Exhibit"A," outlining the need for the closure, and a site map depicting the affected area, attached hereto as Exhibit "B"; and WHEREAS,the City Council finds that authorizing such a temporary closure is in the best interest of the city's residents and the general public's health, safety, and welfare. NOW, THEREFORE, BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: SECTION 1. The findings above are incorporated herein for all purposes as if fully set forth. SECTION 2. The City Council authorizes the temporary closure of North Levee Road on Pleasure Island through public traffic as shown in Exhibit "B," for the duration of the construction activities at Placement Area 11, or until City staff determines that conditions are safe for public travel. SECTION 3. City staff are hereby authorized and directed to post appropriate signage and take all necessary measures to effectuate the closure and ensure public notification. SECTION 4. This Resolution shall become effective immediately upon its adoption. As construction progresses, the road conditions are becoming less predictable, and we want to ensure the safety of all road users. To minimize potential hazards and disruptions, we believe it is best to close the road to through traffic for the duration of the construction work. We understand the inconvenience this may cause, but this closure recommendation is being sent out of caution to prevent accidents and allow the construction to proceed smoothly.We will keep you informed of any updates or changes to the closure timeline and appreciate your cooperation and understanding.
