City Council is being asked to consider a ZoningChangeforapproximately20.7 acres (901,692SF)of land,Lots 5 to 7,Block 10,Tract 1,Range“H”,Port Arthur Land Company,JeffersonCounty,Texas .
The property is located south of Lake ArthurDriveandnorthof60thStreet.
PURPOSE…
The purpose of this request is to change the zoningfromCommercialRetailtoaPlannedDevelopmentDistrictforresidentialandcommercialretailactivity.
BACKGROUND…
January 7, 2025 –The application for the zoning request was submitted to the Planning Division.
February 5, 2025 -notification sent to adjacent property owners within 200 ft.
February 8, 2025 –Public Notice published in Port Arthur Newspaper.
The Planning and Zoning Commission (P&Z) met in a Special Session to conduct a public hearing on February 20, 2025, at 5:30 p.m.
The Planning Commission voted 3:0 recommending to approve said request.
On February 25, 2025, -City Council approved Res. No. 24-153, calling for a public hearing.
April 19, 2025 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on April 29, 2024.
CURRENT/PROPOSED ZONING
Current Zoning :
Commercial Retail (CR)
The property is currently in a Commercial Retail (CR) zoned district, which is intended to provide a location for light commercial and retail activities. These locations are typically along major thoroughfares and highways.
Proposed Zoning:
Planned Development(PD)
The purpose of the Planned Development District is
to provide greater flexibility & opportunity for
innovation in projects.

proposed matter by a simple majority vote. In
the event, however, that a proposed change to a
regulation or boundary is denied by the Planning
& Zoning Commission, then the proposed change
must be approved by at least three fourths (3/4)
of all members of the City Council who are
qualified to vote.
