REQUEST…
•City Council is being asked to consider a request for a zoning text amendment of Appendix A (Zoning Ordinance), section 3.03 (Land Use Table) of the City of Port Arthur Code of Ordinances.
•The Zoning Text amendment will be citywide.
PURPOSE…
The purpose of this request is to amend Appendix A
(COPA Zoning Ordinance) Section 3.03 (Land Use
Table) to regulate and provide for conditions as it relates to automobile-related uses by including the identified uses into the Heavy Industrial District (HI) and the Light Industrial District (LI) in the City of Port Arthur, Texas.
BACKGROUND…
January 7, 2025 –The application for the zoning request was submitted to the Planning Division.
April-notification sent to residents citywide via mail and was included in the April water bill cycle.
January 18, 2025 –Public Notice published in Port Arthur Newspaper.
The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on April 21, 2025, at 5:30 p.m.
The Planning Commission voted 4:0 recommending the request be approved.
On February 25, 2025, -City Council approved Res. No. 24-154, calling for a public hearing.
April 19, 2025 -Notification was published in the Port Arthur Newspaper.

Current and Proposed Zoning :
Light Industrial (LI)
Light Industrial is defined as a land-use type to
provide for locations for small-scale industrial
uses that involve extensive processing,
manufacturing, or assembly of various products or
equipment.
Current and Proposed Zoning :
Heavy Industrial (HI)
The Heavy Industrial District is to provide locations for large-scale industrial uses that involve extensive processing, manufacturing, or assembly of large products or equipment. This district is intended to allow for businesses that are more intense than the Light Industrial District and may include outdoor activities or the use of hazardous materials.
PUBLIC COMMENT…
In accordance with Texas Local Government Code Sections 211.006 and 211.007, a public hearing was scheduled on the following dates/times to receive public comment:

•City Council: May 6, 2025, at 6:00 p.m.

A City Council may approve or deny the
proposed matter by a simple majority vote. In
the event, however, that a proposed change to a
regulation or boundary is denied by the Planning
& Zoning Commission, then the proposed change
must be approved by at least three fourths (3/4)
of all members of the City Council who are
qualified to vote.
