City Council is being asked to consider aSpecificUsePermitforapproximately.491acres(21,377.96 SF)of land,Lots 18 to 20,Block24,&Lot 21-24,Tract 1,Block 24,Rosemont,Jefferson County,Texas.
The property is located at 3645 &3635 39th
Street.
PURPOSE…
The purpose of this request is to allow for theconstruction&operation of “retail,local.”A ShoppingCenter.
BACKGROUND…
February 3, 2025 –The application for the zoning request was submitted to the Planning Division.
March 3, 2025 -notification sent to adjacent property owners within 200 ft.
March 1, 2025 –Public Notice published in Port Arthur Newspaper.
The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on March17, 2025, at 5:30 p.m.
The Planning Commission voted 2:1 recommending to approve said request.
On February 25, 2025, -City Council approved Res. No. 24-158, calling for a public hearing.
April 19, 2025 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on April 29, 2025.

Current Zoning:
Planned Development(PD)
The purpose of the Planned Development District is
to provide greater flexibility & opportunity for
innovation in projects.
Proposed Zoning:
Specific Use Permit
The purpose of the Specific Use Permit is to allow a
designated use at a designated location. An approval
for a specific use that has been determined to be
more intense or to have a potentially greater impact
than a use permitted-by-right within the same
zoning district.

A City Council may approve or deny the
proposed matter by a simple majority vote. In
the event, however, that a proposed change to a
regulation or boundary is denied by the Planning
& Zoning Commission, then the proposed change
must be approved by at least three fourths (3/4)
of all members of the City Council who are
qualified to vote.
