Duriso, Police Chie 1y RE: PR 24295 —Acceptance of FY26 Project Safe Neighborhood Grant Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to accept the FY 2026 Project Safe Neighborhood Block Grant(PSN),in the amount of $90,790.00. Background: The Office of the Governor has notified the City of Port Arthur that the Police Department's 2026 Project Safe Neighborhood Block Grant Program(PSN)request was approved for the amount of$90,790.00. This grant allows for funds to be utilized to foster and improve existing partnerships between Federal, State and local agencies, including the United States Attorney's Office in each Federal judicial district. Funding awarded through the Project Safe Neighborhood Block Grant will provide for the Police Department to purchase equipment to initiate covert operations and reduce violent crimes in the City of Port Arthur. Budget Impact: The grant is 100% funded with no grant match requirement. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE FISCAL YEAR 2026 PROJECT SAFE NEIGHBORHOOD BLOCK GRANT PROGRAM (PSN) FUNDING IN THE AMOUNT OF $90, 790 . 00 , WITH NO GRANT MATCH REQUIREMENT, IN FUND 107 - PUBLIC SAFETY EMERGENCY FUND . WHEREAS, on January 28th, 2025, City Council passed Resolution 25-036 authorizing the City Manager to apply for the fiscal year 2026 Project Safe Neighborhood Block grant; (PSN) ; and WHEREAS, the City Council designates the City Manager as the grantee' s authorized official . The authorized official is given the authority to apply for, accept, reject, or terminate such grant funding on behalf of the City of Port Arthur; and WHEREAS, the Office of Governor sent notification that the City of Port Arthur was awarded funding from the FY 2026 Project Safe Neighborhood Block Grant Program (PSN) in the amount of $90, 790 . 00 as shown in Exhibit A; and WHEREAS, in order to receive the aforesaid allocation, it is necessary that the City Manager accept the award through the e-grants portal; and WHEREAS, the Police Department is in need of funding and equipment to foster and improve existing partnerships between Federal, State and local agencies, including the United States Attorney' s Office in each Federal judicial district . Funding awarded through the Project Safe Neighborhood Block Grant will provide for the Police Department to purchase equipment to initiate covert operations and reduce violent crimes in the City of Port Arthur; and WHEREAS, the Project Safe Neighborhood Block grant is 100o funded with no cash match requirements; and WHEREAS, the City Council finds it in the best interest of the citizens of the City of Port Arthur that the City P.R. No. 24295 4/23/2025 JLH Manager accept the FY 2026 Project Safe Neighborhood Block Grant funding; and WHEREAS, City Council agrees that in the event of loss or misuse of the Office of Governor funds, City Council assures that the funds will be returned to the Office of the Governor in full . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the City Manager is authorized to accept the funding from the Office of Governor for Fiscal Year 2026 Project Safe Neighborhood Block (PSN) grant for the Police Department Special Operations Equipment and funding in the amount of $90, 790 . 00 .
