Introduction:
The intent of this Agenda Item is to seek City Council's approval for PR 24327 authorizing the
abatement of asbestos on 2"d floor in City Hall and Annex to Inland Environments Ltd through
Region 5 Southeast Texas Cooperative Contract Number 20240403 in the proposed amount of
$46,800.
Background:
The City is replacing flooring on the 2"d Floor of City Hall and the 2"d Floor Annex. Black mastic
was discovered in the current flooring and must be abated before new flooring will be installed.
Purchasing solicited a Region 5 Southeast Texas Cooperative Quote from Inland Environments
Ltd in the amount of$46,800.
Budget Impact:
Funds for abatement are provided in account number 307-07-015-8512-00-10-00.
Recommendation:
Finance request City Council's approval for PR 24327 authorizing the abatement of asbestos
on 2nd floor in City Hall and Annex to Inland Environments Ltd through Region 5 Southeast
Texas Cooperative Contract Number 20240403 in the amount of$46,800.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH INLAND ENVIRONMENTS
LTD., OF KINGWOOD, TEXAS THROUGH REGION 5
SOUTHEAST TEXAS COOPERATIVE PURCHASING CONTRACT
NO. 20240403 FOR THE ASBESTOS ABATEMENT OF FLOORING
MATERIAL LOCATED ON THE 2ND FLOOR OF CITY HALL AND
OFFICES ON THE 2ND FLOOR ANNEX BUILDING, BOTH
LOCATED AT 444 4TH ST,PORT ARTHUR,TEXAS IN THE TOTAL
PROPOSED AMOUNT OF$46,800.00; FUNDING IS AVAILABLE IN
FY 24-25 ACCOUNT NO. 307-07-015-8512-00-10-000 BUILDINGS.
WHEREAS,the flooring on the 2nd Floor of City Hall and Offices on the 2nd Floor Annex
Building are being replaced; and,
WHEREAS, black mastic was discovered in tile under the current carpet; and,
WHEREAS, Inland Environments LTD., of Kingwood, Texas provided a Region 5 quote
of$46,800.00 to remove and dispose asbestos containing flooring material located under carpet
throughout the 2nd Floor of city hall and in the 2nd Floor of the annex attached hereto as Exhibit
"A"; and
WHEREAS, pursuant to Chapter 271, Subchapter D, of the Texas Local Government
code, a city, by resolution of its governing body, may participate in cooperative purchasing
programs established by the State Facilities Commission for the purchase of goods at prices
established through purchase contracts of the Commission; and,
WHEREAS, per Resolution No. 20-019 , the City entered into an Interlocal Agreement
for cooperative purchasing with the Region 5 ESC Cooperative Purchasing Organization; and,
WHEREAS, Inland Environments LTD., is a vendor on the Region 5 ESC Cooperative
Purchasing Program; and,
NOW THEREFORE,BE IT RESOLVED,BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager is hereby authorized to execute a Contract with
Inland Environments LTD,of Kingwood,Texas for the asbestos abatement of the flooring material
under carpet of the 2nd Floor of City Hall and Offices on the 2nd Floor of Annex Building for the
total proposed amount of$46,800.00; and,
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

CONTRACT FOR
ASBESTOS ABATEMENT OF FLOORING
MATERIAL ON 2ND FLOOR ANDE ANNEX
THIS AGREEMENT, made this day of 2025,by and between
the City of Port Arthur, a municipal corporation organized under the laws of the State of Texas,
hereinafter called "OWNER" or"CITY" and Inland Environment Ltd of Beaumont,Texas,herein
acting by and through 1 hereinafter called "CONTRACTOR".
WITNESSETH: That for and in consideration of the payment terms, conditions and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The term of this Contract shall be from 45 days from start date on Notice to Proceed. The City
can terminate this contract at its convenience which includes,but is not limited to, funding not
being available in any budget cycle within(30) days written notice.
2. During, the term of this Contract, the Contractor will furnish at his own expense all of the
materials, supplies, tools, equipment, labor and other services necessary to connection
therewith, excepting those supplies specifically not required of Contractor.
3. The CONTRACTOR agrees to perform all the work described in the specifications and
contract documents and to comply with terms therein for the amount of$46,800
4. The term "Contract Documents" means and includes the following:
a) Agreement
b) Region 5 Southeast Cooperative Contract Quote
c) Notice of Award
d) Notice to Proceed
5. This Agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
6. IN WITNESS WHEREOF,the parties hereto have executed, or caused to be executed by their duly
authorized officials,this Agreement in(2 copies)each of which shall be deemed an original on the
date first above written

INTRODUCTION
Inland Environments Ltd. is pleased to submit this proposal to furnish labor, equipment, and
materials for asbestos abatement in the subject area.
SCOPE OF WORK/PRICING $46.800.00
Removal and disposal of asbestos containing flooring material located under carpet throughout
the second floor of city hall and in the second-floor annex.
METHOD OF REMOVAL
All asbestos abatement will be performed according to consultants' specifications.
INSURANCE
Inland provides Asbestos Specific Liability Insurance with $2,000,000 aggregate and $1,000,000
occurrence. Inland provides pollution liability with $1,000,000 per occurrence. Inland provides
Umbrella liability insurance with $2,000,000 aggregate and $1,000,000 per occurrence.
LICENSES AND CERTIFICATIONS
We provide personnel licensed by the Texas Department of State Health Services (DSHS) to
perform asbestos abatement and trained in accordance with the EPA Model Accreditation Plan
as either an asbestos supervisor"competent person" or an asbestos worker.

BID CLARIFICATIONS:
1. The ARU invoice will be billed directly to the owner by the Texas department of state
health services.
2. Water is to be provided by the owner.
3. Power is to be provided by the owner.
4. All personal items and computers are to be moved by others.
5. The moving of furniture for the asbestos removal is included by not to be moved back
after the abatement.
6. If multiple mobilizations are required ,it will be an additional $1,200 per mobilization.
7. Ambient air monitoring and asbestos consultant is not included in this proposal.
Inland Environments Ltd Services is an accepted vendor for the Southeast Texas Purchasing
Cooperative Region 5 ESC's "Environmental Services (excludes engineering services)
#20240404" category by the Southeast Texas Cooperative Purchasing Organization for the
contract year of June 1, 2024 to May 31, 2025. Scope of Services
