Introduction: The intent of this Agenda Item is to seek City Council's approval to authorize the City Manager to approve the purchase and installation of the new hoist and trolley system from lowest bidder, Ace Industries Crane & Hoist of Houston, Texas with a total projected budgetary impact of $34,112.87. Backvround: The hoist and trolley system at the Water Purification Plant is routinely used to lift and move chlorine tanks and cylinders within the Chlorine Storage Building. The system has suffered from mechanical wear over time due to regular use, leading to the deterioration of components such as gears, chains,brakes,and wheels,thereby compromising its reliability and raising safety concerns Three vendors were selected for quotes to supply and install the hoist and trolley and ACE Industries submitted the lowest quote for the total amount of$34,112.87. Budget Impact: The hoist equipment and installation to be purchased have a total projected budgetary impact of $34,112.87. Funds are available in Account No. 405-40-000-8522-00-00-000, Equipment Maintenance. Recommendation: It is recommended that City Council approve P.R. No. 24315 authorizing the City Manager to purchase and install the hoist and trolley system as discussed and/or outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A NEW HOIST AND TROLLEY SYSTEM FOR THE WATER PURIFICATION PLANT FROM ACE INDUSTRIES CRANE & HOIST OF HOUSTON, TEXAS, WITH A TOTAL PROJECTED BUDGETARY IMPACT OF $34,112.87; FUNDS ARE AVAILABLE IN WATER UTILITIES NO. 405-40-000-8522-00-00-000 (EQUIPMENT MAINTENANCE). WHEREAS, the current hoist and trolley system at the Water Purification Plant is routinely used to lift and move heavy chlorine tanks and cylinders within the Chlorine Storage Building; and WHEREAS,the system has suffered from mechanical wear over time due to regular use, leading to the deterioration of the gears, chains, brakes, and wheels, reducing the system's reliability and creating safety concerns; and WHEREAS, three vendors were solicited for quotes for the supply and installation of a new hoist and trolley system,with Ace Industries Crane&Hoist of Houston,Texas submitting the lowest quote in the total amount of$34,112.87, as detailed in the attached Exhibit"A"; and WHEREAS,Water Utilities recommend that the City Council authorize the City Manager to approve the purchase and installation of the new hoist and trolley system from lowest bidder, Ace Industries Crane & Hoist. NOW THEREFORE,BE IT RESOLVED BY CITY COUNCIL OF CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct; and, PR No. 24315 04/29/25 cs Page 2 of 3 THAT, the City Council hereby authorizes the City Manager to purchase the new hoist and trolley system with installation from Ace Industries Crane & Hoist of Houston, Texas with a total projected budgetary impact of$34,112.87, as delineated in Exhibit"B"; and, THAT, funding for this equipment is available in Account No. 405-40-000-8522-00-00- 000, Equipment Maintenance; and, THAT,a copy of the caption of this resolution be spread upon the minutes of City Council. Installation is based on work performed during regular straight time hours, 8AM to 4PM, Monday through Friday.Work delayed by inability to freely access site or request for non-standard work hours shall result in additional charges. • If electrical service is not available when installation is completed and a return trip is required to start up and test the crane,the trip will be invoiced at standard service rates plus mileage and per diem if required. • Customer shall maintain a safe work area around work site during installation of cranes and runways. • Customer to supply main line power with junction box and a fused and lockable floor mounted disconnect to each runway system within 3'of the location of the conductor bar. • Field Check: If requested,Ace Industries will perform a field check of any existing columns and runway systems to verify clearances at an additional charge. • Drawings: Ace Industries shall provide clearance approval drawings for cranes, runways and other equipment. Fabrication will not commence until signed copies of all approval drawings are received. • Customer shall be held responsible for existing building footers,foundation loads, and pre-existing runway systems. • Footers, if required,to be provided by others and are not included in this proposal. • If footers are required and requested by Customer,Ace Industries can provide our standard isolated footer at an additional cost. • Customer shall be responsible for verifying the adequacy of the subgrade to support the loads indicated in the approval drawings and quote. • Any associated costs, including in-situ tests, laboratory tests, etc.,are the responsibility of the Customer. • Customers supplying lifts and/or mobile equipment shall be held liable for the appropriate capacities and safety of all supplied equipment. • A down payment is required with a purchase order. Approval drawings will be sent within 10 working days of receipt of purchase order. Upon receipt of down payment and signed approval drawing(s),Ace will schedule all manufacturing required. Manufacturing will not commence without receipt of down payment. • Cancellations or Returns:All products included on this quote are considered custom and are not returnable. Any orders cancelled prior to order completion will be subject to a cancellation charge including all costs incurred up to the point of cancellation. • All orders become effective upon acceptance at the corporate headquarters of Ace Industries. All quoted prices expire thirty(30)days from the quote date. No quotation is effective unless signed by an authorized representative of Ace Industries, Inc.
