Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #24404 for
amendment#2 to the contract between the City of Port Arthur and the Salvation Army.
The amendment will extend the contract expiration date from July 10, 2025,to July 09,2026.
Background:
To address the need for homelessness assistance and supportive services,Congress appropriated$5
billion in American Rescue Plan funds to be administered through HOME to perform activities that
primarily benefit qualifying individuals and families who are homeless,at risk of homelessness,or in
other vulnerable populations.
Resolution#23-295 approved$50,000.00 of HOME Investment Partnerships American Rescue Plan
(HOME-ARP) funding to the Salvation Army. The Salvation Army provided rental and utility assistance
to six families and has a balance of$32,504.60.
Resolution#25-211 approved a budget amendment.
Budget Impact:
The amendment will not impact the HOME Investment Partnership American Rescue Plan
(HOME-ARP)budget. Account#108-13-033-5470-00-40-000; Project#HMEARP1.
Recommendation:
It is recommended that the City Council approve P. R. #24404.

RESOLUTION NUMBER
A RESOLUTION APPROVING THE HOME INVESTMENT
PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM (HOME-ARP)
CONTRACT AMENDMENT #2 BETWEEN THE CITY OF PORT
ARTHUR AND THE SALVATION ARMY. THE AMENDMENT WILL
EXTEND THE CONTRACT EXPIRATION DATE FROM JULY 10, 2025,
TO JULY 9, 2026. ACCOUNT#108-13-033-5470-00-40-000; PROJECT#
HMEARP1.
WHEREAS,to address the need for homelessness assistance and supportive services,
Congress appropriated$5 billion in American Rescue Plan funds to be administered through HOME to
perform activities that must primarily benefit qualifying individuals and families who are homeless,at
risk of homelessness,or in other vulnerable populations; and,
WHEREAS,Resolution#23-295 approved a$50,000.00 HOME-ARP contract between
the City of Port Arthur and the Salvation Army; and,
WHEREAS,Resolution#25-211 approved a budget amendment that transferred
$6,000 from Food Services and $2,000 from Transportation to the Rental and Utility Assistance
Budget; and,
WHEREAS,Amendment#2 will extend the contract expiration date from July 10,2025,
to July 09,2026(see Exhibit"A").
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
Section 1. That,the facts and opinions in the preamble are true and correct.
Section 2. That,the City Council of the City of Port Arthur hereby approves the contract
amendment#2 between the City of Port Arthur and the Salvation Army.
Section 3. That,the City Council deems it is in the best interest of the City to approve
and authorize the City Manager and the Director of the Salvation Army to amend the contract that
changes the contract completion date from July 10,2025,to July 09,2026.
Section 4. That, a copy of the caption of this Resolution be spread upon the minutes of
the City Council.
