Introduction:
This agenda item seeks the City Manager's authorization to amend the Energy Efficiency and
Conservation Block Grant(EECBG) from the Department of Energy for $118,760.00. The
amendment will change the contract expiration date from December 31, 2025,to December 31,
2026.
The additional twelve months will allow Entergy to replace older street lights with light-emitting
diode (LED) lighting citywide and allow city staff to finalize all grant closeout procedures.
Background:
The Energy Efficiency and Conservation Block Grant Program is designed to assist states, local
governments, and Tribes in implementing strategies to reduce energy use, reduce fossil fuel
emissions, and improve energy efficiency.
Per Resolution 24-190, the Department of Energy allocated $118,760.00 to the City of Port
Arthur to replace high-pressure and damaged streetlights with energy-efficient light-emitting
diode (LED) lighting. LED lighting has been shown to have a longer lifespan and provide better
lighting quality.
Budget Impact:
The amendment will not impact the Energy Efficiency and Conservation Block Grant budget.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
AMENDMENT #1 TO EXTEND THE CONTRACT EXPIRATION DATE
FROM DECEMBER 31,2025,TO DECEMBER 31,2026 FOR THE ENERGY
EFFICIENCY AND CONSERVATION BLOCK GRANT (EECBG) FROM
THE DEPARTMENT OF ENERGY FOR $118,760.00, WITH NO CASH
MATCH. ACCOUNT NUMBER IS 307-21-049-8525-00-10-000; PROJECT
#CE0001.GRE.EQU.
WHEREAS, the Energy Efficiency and Conservation Block Grant(EECBG) Program is
designed to assist states, local governments, and Tribes in implementing strategies to reduce
energy use, reduce fossil fuel emissions, and improve energy efficiency; and,
WHEREAS, the Department of Energy has awarded a$118,760 EECBG to the City of
Port Arthur per Resolution#24-190; and,
WHEREAS, the EECBG Program is 100% funded without a cash match requirement;
and,
WHEREAS, the City Council now finds it desirable and appropriate to amend the
EECBG contract expiration date from December 31, 2025,to December 31, 2026. This
extension will allow additional time to complete the citywide replacement of older street lights
with new LED streetlights. The extension will also allow staff time to complete closeout
documentation; and,
WHEREAS, the City Council is required to designate an official to sign all documents in
connection with Amendment#1 (see Exhibit"A"); now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR,TEXAS:
THAT the City Manager is authorized to execute a one-year contract amendment with
the Department of Energy(see Exhibit"A").
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
