No. 24405 authorizing the City Manager to apply for the Texas Parks and Wildlife Outdoor Grant for park improvements and enhancements to Pioneer Park and Washington Park. Background: The City of Port Arthur has made "quality of life" for citizens a priority. The Local Park Grant Program consists of 5 individual programs that assist local governments with the acquisition and/or development of public recreation areas and facilities throughout the State of Texas. The maximum grant award is $1,500,000.00. The program provides 50% matching grants on a reimbursement basis to eligible applicants. Applying for this grant opportunity will allow us to continue to move forward with improving the quality of life as well as enhancing the park system according to the approved Parks and Recreation Parks Master Plan. If awarded, this grant will go towards park improvements and enhancements to Pioneer Park and Washington Park. Budget Impact: The program will require 50% matching of grant funds if awarded. Recommendation: It is recommended that the City Council approve P.R.No. 24405 authorizing the City Manager to apply for the Texas Parks and Wildlife Outdoor Grant for park improvements and enhancements to Pioneer Park and Washington Park. A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR THE FY 2026 TEXAS PARKS AND WILDLIFE OUTDOOR GRANT FOR PARK IMPROVEMENTS AND ENHANCEMENTS TO PIONEER PARK AND WASHINGTON PARK WHEREAS, the Texas Parks and Wildlife Local Park Grant Program consists of five (5) individual programs that assist local governments with the acquisition and/or development of public recreation areas and facilities throughout the State of Texas; and, WHEREAS, this Local Park Grant Program is funded by a portion of the state sales tax on sporting goods through the Texas Recreation and Parks Account and the Texas Large County & Municipality Recreation Park Account. Additional funds come from offshore gas royalties through the federal Land and Water Conservation Fund; and, WHEREAS, the maximum award for this grant program is $1,500,000.00. This program also provides a 50%matching grant on a reimbursement basis; and, WHEREAS, the City of Port Arthur wishes to apply for the FY 2026 Texas Parks and Wildlife Outdoor Grant for park improvements and enhancements to Pioneer Park and Washington Park; and, WHEREAS,the City Council has made the "quality of life" for citizens a priority; and, WHEREAS, applying for this grant opportunity will allow us to continue to move forward with improving the quality of life as well as enhancing the park system, according to the approved Parks and Recreation Master Plan; and, WHEREAS, the deadline to apply for the FY 2026 Texas Parks and Wildlife Outdoor Grant is August 1, 2025; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to apply for the FY 2026 Texas Parks and Wildlife Outdoor Grant for park improvements and enhancements to Pioneer Park and Washington Park, attached hereto as Exhibit"A". Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. FY 2026 Grant Programs:This year we are offering three grant programs:the Small Community Grant Program,the Non-Urban Outdoor Grant Program,and the Urban Outdoor Grant Program. Eligibility:Eligible applicants include political subdivisions of the State of Texas legally responsible for providing public recreation services to their citizens. This includes cities,counties,river authorities,municipal utility districts,and other special districts. Application Consultations:Contacting Local Park Grants Staff prior to submitting your application is highly recommended.Applications are lengthy and technical,and staff are available to assist you. Federal Funding:The federal Land and Water Conservation Fund,administered by the National Park Service provides funding for the majority of the Non- Urban Outdoor and Urban Outdoor Grant awards.The Local Parks Grant Program selects applications for funding,but final determination on eligibility and compliance with federal laws rests with our partners at the National Park Service. The application deadline is:Friday,August 1st,2025 at 5:00:00 PM Central Time. Once you have completed your application,you must SUBMIT it-otherwise it will not be routed to staff for scoring and review.You will not be able to submit after 5:00 PM on the day that it is due.For instructions on submitting your application see the RGO 2020 Quick Start Guide in'Resources'area of this website located HERE. Unique Entity Identifier-REQUIRED Recipients:Federal law(2 CFR Part 25)mandates that all entities applying for Federal financial assistance must have a valid Unique Entity Identifier(formerly DUNS)and have a current registration in the Central Contractor Registry(CCR). SAM Number-REQUIRED Recipients:Register in SAM online at hops://www.sam.gov.Once registered in SAM,entities must renew and revalidate their SAM registration at least every 12 months from the date previously registered.Entities are strongly urged to revalidate their registration as often as needed to ensure that SAM is up to date and in synch with changes that may have been made to Unique Entity Identifier and IRS information.
