"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Adam J Saunders, Civic Center Dir RE: Proposed Resolution No. 24418 The Civic Center Department, through the Purchasing Division, solicited bids for repairs and enhancements to the Sabine Pass Community Center Spray Pad. On June 4, 2025, a total of three bids were received, subsequently opened, and evaluated by the Purchasing Division and Civic Center Department, as shown in the bid tabulation attached hereto as Exhibit A. Texas Elite Staffing of Nederland, Texas, failed to submit a complete bid proposal covering the entire scope of work as prescribed by the Purchasing Department. Additionally,the bid proposals from Commercial Chemical Products, dba Poolsure of Beaumont, Texas, and Kraftsman Commercial of Vidor, Texas, exceeded the allocated budget for the project. Given that the bids for repairs and improvements to the Spray Pad surpass the project budget and are incomplete, it is advisable to reject these bids and revise the scope of work for a subsequent solicitation with more reasonable cost estimates. RECOMMENDATION It is recommended to approve the resolution to reject the received bids for repairs and improvements to the Sabine Pass Community Center Spray Pad, and to revise the scope of work accordingly to target the most urgent issues, thereby aligning with the allocated budget. Adoption of the attached Resolution will authorize this course of action and ensure compliance with applicable purchasing standards. Staff will bring the revised bid award to Council upon completion of the new solicitation. BUDGETARY AND FISCAL EFFECT None STAFFING EFFECT None P.R. No. 24418 06/25/2025 AJS RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS, REJECTING ALL BIDS RECEIVED FOR THE SABINE PASS COMMUNITY CENTER SPRAY PAD REPAIRS AND IMPROVEMENTS PROJECT; AND AUTHORIZING THE PURCHASING DIVISION TO REVISE THE PROJECT SCOPE AND RE- ADVERTISE FOR NEW BIDS. WHEREAS,the Civic Center Department,through the Purchasing Division, solicited competitive bids for repairs and improvements to the Sabine Pass Community Center Spray Pad; and, WHEREAS, on June 4, 2025, three (3) bids were received, publicly opened, and reviewed by the Purchasing Division and the Civic Center Department, as detailed in the bid tabulation attached hereto as Exhibit"A"; and, WHEREAS, the bid submitted by Texas Elite Staffing of Nederland, Texas, was determined to be non-responsive, as it failed to address the full scope of work required under the solicitation, and was therefore disqualified from further consideration; and, WHEREAS, the remaining responsive bids, submitted by Commercial Chemical Products, dba Poolsure of Beaumont, Texas, and Kraftsman Commercial of Vidor, Texas, exceeded the funding allocated for the project under the City's approved budget; and, WHEREAS, due to the disqualification of one bidder and the excessive cost of the remaining proposals, it is in the City's best interest to reject all bids received on June 4, 2025, and to direct staff to revise the project scope in a manner that prioritizes the most critical repairs and enhancements, thereby aligning the procurement with available budgetary resources; and, WHEREAS,the Purchasing Division will proceed with re-soliciting bids for the adjusted scope of work in accordance with applicable procurement laws and policies. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1.The facts and opinions in the preamble are true and correct. P.R. No. 24418 06/25/2025 AJS Section 2. That all bids received on June 4, 2025, for the Sabine Pass Community Center Spray Pad Repairs and Improvements Project, as detailed in Exhibit "A," are hereby rejected in their entirety. Section 3. The City Manager, through the Purchasing Division, is hereby authorized to revise the scope of work for the project to reflect budgetary constraints and prioritize critical repairs. Section 4. The Purchasing Division is further authorized and directed to re-advertise the revised scope of work in accordance with applicable procurement procedures. Section 5.That a copy of this Resolution shall be spread upon the Minutes of the City Council.
