INTEROFFICE MEMORANDUM WATER UTILITY DEPARTMENT Date: July 3, 2025 To: Mr. Ron Burton, CPM, City Manager 44Z-1—o/.” From: Calvin Matthews, P.E., Director of Utilities g RE: Emergency Removal of Clogging from Primary Clarifier A at the Main WWTP The 30-inch line that feeds raw sewage from the Influent Structure to Clarifier A has been clogged with rags, dirt, and other debris. This causes influent flows to be diverted to the Stormwater Clarifier, as the plugging of this line requires all flow to pass through the 30-inch line feeding Primary Clarifier B, which does not have enough capacity. Passing flow through the Stormwater Clarifier is only permitted during peak flows. The current treatment operation is a violation of the TCEQ permit and potentially exposes the City to fines. In addition, to discharges of partially treated effluent is a public health and safety hazard. The estimated expenditure for the cleaning of the 30-inch pipe and influent well is estimated to be $30,000.00 by Empower Industry Solution from Houston, Texas.
