HomeMy WebLinkAboutPR 24397: ADVANCED EMAIL PROTECTION INTEROFFICE MEMORANDUM Date: July 18, 2025 To: The Honorable Mayor and City Council Through: Ronald Burton, City Manager From: Fay Young, Information Technology Director .3 RE: Proposed Resolution No. 24397 —Advanced Email Protection Introduction: This Agenda Item intends to seek the City Council' s authorization for the City Manager to purchase Advanced Email Protection from Recon Infosec through The Interlocal Purchasing Systems (TIPS) cooperative contract#230202 for an amount not to exceed $43,400.00. Background: Ransomware, a type of malicious software that blocks access to computer files or networks until a ransom is paid, is commonly delivered via email, often through phishing attacks. These emails can appear legitimate, sometimes even impersonating trusted sources like banks, or colleagues, and often contain suspicious links or attachments that initiate the ransomware attack. Like most municipalities,the City of Port Arthur is experiencing an increase in phishing attempts via email. Therefore, it is in the best interest of the City to be proactive in protecting against becoming a victim of ransomware and other business email compromise related activity. Budget Impact: Funds have been budgeted in the Information Technology Computer Programs account #001- 09-023-5450-00-10-000-. Recommendation: It is recommended that City Council authorize the City Manager purchase Recon Infosec's Advanced Email Protection through the TIPS contract#230202 for an amount not to exceed $43,400. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE ADVANCED EMAIL PROTECTION FOR A LICENSING PERIOD OF FOURTEEN MONTHS FROM RECON INFOSEC THROUGH THE INTERLOCAL PURCHASING SYSTEM (TIPS) COOPERATIVE CONTRACT #230202. FUNDING FOR THE AMOUNT OF $43,400.00 IS BUDGETED IN INFORMATION TECHNOLOGY COMPUTER PROGRAMS ACCOUNT 001-09-023-5450-00-10-000- WHEREAS,Ransomware is commonly delivered via email,through phishing attacks; and WHEREAS, Recon Infosec Advanced Email Protection provides advanced, managed email threat protection to prevent email attacks; and WHEREAS, The Interlocal Purchasing Systems (TIPS) has established cooperative contract#230202 with Recon Infosec; and WHEREAS, TIPS is a cooperative purchasing program for state and local governments; and WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution of its governing body,to participate in cooperative purchasing programs as an alternative to a formal bid process; and WHEREAS, pursuant to Resolution No. 12-008, the City entered into an interlocal agreement with Region VIII Education Service Center for participation in the Education Service Center for participation in the Interlocal Purchasing System (TIPS) Cooperative Purchasing Program; and WHEREAS, Recon Infosec can provide Advanced Email Protection through TIPS contract#230202 for the amount of$43,400.00 for a term of 14 months; and WHEREAS,quote 20250702-135125294 is attached as Exhibit"A".
