NO. 7352 07/17/2025 RPC ORDINANCE No. AN ORDINANCE OF THE CITY OF PORT ARTHUR,TEXAS,ADDING CHAPTER 14,ARTICLE XXIV, SECTIONS 14-700, 14-701, 14-702, 14-703,AND 14- 704 OF THE CODE OF ORDINANCES,CREATING THE FIRE CHIEF ADVISORY COMMITTEE,ESTABLISHING ITS DUTIES,POWERS,AND ADMINISTRATION. (REQUESTED BY COUNCILMEMBER FRANK) WHEREAS,the City of Port Arthur,Texas is a home-rule municipality in the State of Texas("City"); and WHEREAS, the City Council requests the creation of the Fire Chief Advisory Committee ("Committee")to enhance citizen understanding,communication and cooperation between the fire department and the community; and WHEREAS,the Committee shall be composed of 14 members.Each councilmember and mayor shall appoint two members to the committee,who shall serve one-year terms; and WHEREAS,the Committee will act in an advisory capacity; and WHEREAS,the Committee's structure,meeting times, and location will be coordinated by the Fire Chief; and WHEREAS, it is deemed in the best interest of the citizens of Port Arthur to adopt this ordinance establishing the Fire Chief Advisory Committee. Now THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: SECTION 1. That the facts and recitals above are true and correct. SECTION 2. That Chapter 14 Boards,Authorities,Commissions and Committees,Article XXIV. Fire Chief Advisory Committee, Sections 14-700 through 14-704 of the Code of Ordinances of the City of Port Arthur, Texas, are hereby added to read as follows: Sec. 14-700. Created. There is created a Fire Chief Advisory Committee. The committee shall be comprised of 14 members. Each councilmember and the mayor shall appoint two members to the committee. Vacancies shall be filled by the city council member serving in the position, making the original appointment for the unexpired term. Page 1 Members of the fire chief advisory committee shall serve without compensation,and all members of such committee shall be subject to removal at the will and pleasure of the city council or once the appointing council member's term on the city council ends. Members shall be appointed for a one-year term. Sec. 14-702. Duties. The duties of the fire chief advisory committee shall be advisory in nature to the fire chief Its duties among others shall be: (1) Assisting the fire department in achieving a greater understanding of complex fire community issues; (2) Studying,examining,and recommending methods and approaches to develop an active citizen-fire partnership in the prevention of fires; (3) Promoting cooperative citizen-fire programs and approaches in order to resolve community fire problems, and/or legislation that will enhance cooperation among citizens and the fire department; (4) Receiving information concerning fire department programs, services and operations; (5) Acting as liaison between the community and the fire department on matters addressed by the committee; (6) Participating in meaningful dialogue and providing meaningful input related to objectives of the committee; (7) Assuming other tasks or duties to facilitate the accomplishment of committee objectives. Sec. 14-703. Powers. The fire chief advisory committee will meet once per month or as required by the chairman, fire chief, or city manager. Since the committee is advisory in nature, a quorum of members is not required to conduct business. Sec. 14-704. Administration. The fire chief will administer this article and advise the committee on matters submitted to it. SECTION 3. This Ordinance shall take effect immediately from and after the date of passage and is so resolved. SECTION 4. That a copy of the caption of this Ordinance shall be spread upon the Minutes of the City Council.
