RE: P.R. NO. 24420 — A resolution calling for a public hearing to consider a
Zoning Map Amendment
Introduction:
The Port Arthur City Council is being asked to consider the approval of Proposed
Resolution No. 24420, calling for a public hearing to consider granting a Zoning Map
Amendment for approximately 31.27 acres of land, being out of Port Arthur Land
Company, Jefferson County, Texas. The property is located East of Foster Lewis Drive
& South of Main Avenue.
The request aims to change the zoning from Low Density Residential to a Planned
Development District for single-family, 2-family, & outdoor recreation development.
Background:
On or around May 23, 2025, the property owner, applied for a Zoning Map Amendment
that aims to change the zoning from Low Density Residential to a Planned Development
District for single-family, 2-family, & outdoor recreation development.
Per Appendix A, Section 6.03 of the City of Port Arthur Zoning Ordinance, any person
or corporation having a proprietary interest in any property may petition the City Council
for a change or amendment to the provisions of this ordinance. The Planning and
Zoning Commission may, on its own motion or on request from the City Council, institute
study and proposal for changes and amendments in the public interest.

In accordance with chapter 211 of the Texas Local Government Code, the City Council
must hold a public hearing before adopting any proposed amendment, supplement, or
change.
Notification of the hearing date and time will be published in the city's official newspaper
and mailed to adjacent property owners within a 200-foot radius a minimum of 15 days
before the public hearing.
The Planning & Zoning Commission conducted a public hearing on July 21, 2025 at
5:30 P.M.
Budget Impact:
None
Recommendation:
It is recommended that the City Council consider the approval of P.R. No. 24420, calling
for a public hearing to consider granting a Zoning Map Amendment for approximately
31.27 acres of land, being out of Port Arthur Land Company, Jefferson County, Texas.
The property is located East of Foster Lewis Drive & South of Main Avenue.
A public hearing shall be held on Tuesday, September 9, 2025, at 10:00 a.m.

OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS (EAST OF
FOSTER LEWIS DRIVE AND SOUTH OF MAIN AVENUE)

WHEREAS, it is being requested that the City Council consider a zoning map
amendment for a 31.27-acre of land as delineated in Exhibit "A"; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change; and,
WHEREAS the Planning and Zoning Commission held a public hearing for this
case on July 21, 2025.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
THAT the facts and opinions in the preamble are true and correct.
THAT a public hearing to consider a Zoning Map amendment for 31.27-acres of
Land being out of Port Arthur Land Company, City of Port Arthur, Jefferson County,
Texas, delineated in Exhibit "A" shall be held on September 9, 2025, at 10:00 a.m. in the
City Council Chambers, Fifth Floor, City Hall, 444 4th Street, Port Arthur, Texas, or by
telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the City's official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the
City Council.
