NO. 15607 -APPROVING THE DEMOLITION AND CLEARANCE OF THREE HUNDRED TWENTY-NINE (329) RESIDENTIAL PROPERTIES THAT WERE DAMAGED AS A RESULT OF HURRICANE IKE (TDHCA) COMMENT RECOMMENDATION: Staff recommends that the City Council adopt P. R. No. 15607. This Resolution approves the demolition and clearance of three hundred twenty-nine (329) residential properties located in the City that were damaged as a result of Hurricane Ike. BACKGROUND: The Texas Department of Housing and Community Affairs (TDHCA) has approved the use of Community Development Block Grant Disaster Recovery funding for the demolition and clearance of residential properties that were damaged as a result of Hurricane Rita and aze now uninhabitable. BUDGET AND REVENUE IMPACT Acceptance of this recommendation will not require a budget amendment. The Texas Department of Housing and Community Affairs (TDHCA) will allocate funding for the demolition and cleaaance activity. The Account Number is TDHCA 139-1431-556-59-00; Project Number IKE01. STAFF LEVEL IMPACT: Additional staffing will be needed to implement this program. Funding for additional staffing is available in the administration line item of the grant. SUMMARY: Staff recommends that the City Council adopt P. R. No. 15607 approving the demolition of the sttvctures damaged by Hurncan Ike. DTP P. R. No. 15607 11/04/09 DTP RESOLUTION NO. A RESOLUTION APPROVING THE DEMOLITION AND CLEARANCE OF THREE HUNDRED TWENTY-NINE (329) RESIDENTIAL PROPERTIES THAT WERE DAMAGED AS A RESULT OF HURRICANE IKE. THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS WILL ALLOCATE FUNDING FOR THE ACTIVITIES. THE ACCOUNT NO. IS TDHCA 139-1431-556.59-00, PROJECT NO. IKE01. WHEREAS, the Texas Department of Housing and Community Affairs has approved the use of Community Development Block Grant Disaster Recovery funding for the demolition and clearance of residential properties that were damaged as a result of Hurricane Ike and are now uninhabitable and, WHEREAS, the city has determined that the identified properties pose a threat to the public's health and safety because the structures are open and accessible, collapsed or in danger of collapse, an attractive nuisance to children, a harborage fox vermin, and magnets for drug and other criminal activity and, WHEREAS, the City of Poxt Arthur has defined the demolition and clearance activities as Slum and Blight for Spot Basis and, WHEREAS, the elimination of specific conditions of blight ox deterioration on a spot basis is designed to comply with the statutory objective for CDBG funds to be used fox the prevention of blight, on the premise that such action(s) serve to prevent the spread to adjacent properties or areas; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR; THAT the attached list of properties, see attachment #1, are scheduled for demolition and clearance and are defined as spot Slum and Blight; THAT Account Number is TDHCA 139-1431-556-59-00; Project Number IKE01; THAT a copy the caption of this Resolution be spread upon the minutes of the Ciry Council.
