Duriso, Chief of Police 1' RE: P.R. 24486 - Resolution Ratifying Submission of FY 2025 Port Security Grant Program Application Introduction: The purpose of this agenda item is to seek City Council's ratification of the City Manager's submission of the Fiscal Year 2025 Port Security Grant Program(PSGP)application, administered by the U.S. Department of Homeland Security, in the amount of$173,013.99, with a required 25% cash match of$43,253.49. Background: The Port Security Grant Program provides critical funding to strengthen port security,protect infrastructure, and enhance emergency response capabilities in and around port areas. The FY 2025 PSGP application deadline was August 15, 2025, which occurred prior to the next regularly scheduled City Council meeting. In order to meet this deadline and ensure the City remained eligible for the funding opportunity,the City Manager, on behalf of the Port Arthur Police Department, authorized submission of the grant application. Budget Impact: If awarded,the funding will be used to improve port area security measures, enhance situational awareness, and support law enforcement operations associated with port safety. The required 25% cash match of$43,253.49 will be provided from existing City funds. A RESOLUTION RATIFYING THE ACTION OF THE CITY MANAGER IN SUBMITTING AN APPLICATION FOR THE FISCAL YEAR 2025 PORT SECURITY GRANT PROGRAM ADMINISTERED BY THE U.S. DEPARTMENT OF HOMELAND SECURITY IN THE AMOUNT OF $173,013.99, AND APPROVING A 25 PERCENT CASH MATCH IN THE AMOUNT OF $43,253.49. WHEREAS, the City of Port Arthur recognizes the importance of maintaining and enhancing port security to safeguard the life, safety, and welfare of its residents, visitors, and economic vitality; and WHEREAS, the Port Security Grant Program (PSGP), administered by the U.S. Department of Homeland Security, provides financial assistance to eligible entities to improve port security and resilience as displayed in Exhibit A; and WHEREAS, the City of Port Arthur, through its Police Department, prepared an application for FY 2025 PSGP funding in the amount of$173,013.99, with a required 25% cash match of$43,253.49; and WHEREAS, the FY 2025 PSGP application deadline of August 15, 2025, occurred prior to the next regularly scheduled City Council meeting, requiring the City Manager to authorize submission in order to meet eligibility requirements; and WHEREAS, the City Council finds it in the best interest of the City to ratify the City Manager's submission of the application and to approve the commitment of the cash match from existing City funds. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby ratifies the action of the City Manager in submitting the FY 2025 Port Security Grant Program application in the amount of $173,013.99 with a 25 percent cash match in the amount of$43,253.49. Section 3. That a copy of the Resolution shall be spread upon the Minutes of the City Council. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP.
