HomeMy WebLinkAboutPR 24288: SS4 TRANSIT PLANNING STUDY City of Port Arthur Transit Department Memorandum To: Ronald Burton, City Manager From: Ivan Mitchell, Transit-Fleet Director Date: July 31, 2025 Subject: P.R. 24288 — SS4 Transit Planning Study Background: Port Arthur Transit (PAT) was awarded a 2024 Safe Streets for All (SS4A) planning and demonstration grant from the Federal Highway Administration (FHWA) to conduct a pedestrian access to transit plan (the Plan). It is the first-ever look at pedestrian conditions for PAT customers in City of Port Arthur. The pedestrian safety and quality of access to the transit stop is as important as the ride itself. PAT is aware that for many transit customers, the walk to a bus stop needs to be significantly improved. The Plan is PAT's first step to create an action plan that will qualify for future FHWA, FTA, and TxDOT discretionary grant applications such as implementation or demonstration grants. The City's Purchasing Department advertised for qualified vendors in the Port Arthur News on December 14, 2024, and December 21, 2024, to complete a transit planning study for PAT. The City received and opened two (2) qualification packages from vendors to complete the transit planning study. The two (2) packages were submitted from Huitt-Zollars, Inc. and the Solco Group. After assessing each qualification package for experience, past performance, project approach, and DBE availability the Solco Group received the highest scoring. Per resolution 25- 086, the City Council authorized the City Manager to enter contract negotiations with the Solco Group of Port Arthur, Texas to complete PAT's SS4 transit planning study. Recommendation: It is recommended City Council authorize proposed P.R. 24288. This resolution would authorize the City Manager to execute a contract with the Solco Group of Port Arthur, Texas to complete PAT's SS4 transit planning study. Budgetary/Fiscal Effect: Funding to complete the transit planning study is funded by the FHWA at 80%federal($200,000.00)and 20%local($50,000.00), subject to FY26 budget approval. Our approach combines technical expertise, stakeholder engagement, and a commitment to inclusive mobility for all community members, especially those with visual disabilities and diverse mobility needs. OUTREACH PAT,in collaboration with local community organizations, will conduct broad outreach to gather input from transit users.A diverse review committee—comprising advocacy group representatives, transit riders, seniors, people with disabilities, and city staff—will guide the planning process, shaping outreach efforts, criteria for focus area selection, and the identification of potential projects. CONNECTIVITY IMPROVEMENTS Connectivity improvements will be prioritized by evaluating continuous pedestrian routes that link neighborhoods, transit stops, and key community anchors.Engineering and planning services will identify pedestrian-only zones in high-traffic areas, assess safety gaps in the pedestrian network, and address issues such as high-traffic intersections and inadequate lighting. The plan will generate a prioritized list of infrastructure improvements designed to boost mobility and enhance quality of life, making Port Arthur's public spaces safer and more accessible. These improvements may include upgraded sidewalks and crossings, advanced signals, intersection redesigns, traffic calming measures, and enhanced lighting and visibility. LAND USE PLANNING AND POLICY ANALYSIS Land use planning and policy analysis will support the creation of a comprehensive network of sidewalks, pathways, and bike lanes within mixed-use developments, ensuring that all areas are accessible and walkable. Both short-temp"quick win" strategies and long-term solutions requiring significant investment and innovation will be outlined. The adoption of smart technologies, such as real-time transit apps and crowd-sourced data platforms, will further support these efforts. A framework for ongoing maintenance will be established to ensure that pedestrian infrastructure remains in good repair and that issues such as debris or hazards are promptly addressed. The results will include a phased implementation plan and timeline, guiding the roll-out of recommendations over the next five years and identifying funding opportunities through federal grants, local budgets, and private partnerships. METHODOLOGY The plan's methodology ensures a thorough examination of all aspects related to safe pedestrian access to PAT's fixed-route system, delivering actionable recommendations to foster livable, connected neighborhoods in Port Arthur.Key components include extensive data collection, site assessments, and a focused analysis to identify connectivity gaps between neighborhoods, transit hubs, and major destinations, improving safe and efficient public transportation access citywide. PAT Pedestrian Access to Transit Plan —SS4 2024 I Page 1 PORT ARTHUR TRANSIT (PAT) PEDESTRIAN ACCESS TO TRANSIT PLANNING STUDY SCOPE OF WORK TASK DETAILS The planning effort will culminate in preliminary designs and capital project planning focused on improving pedestrian access to transit. These efforts will be supported by clear implementation goals and objectives that guide PAT's future investments. The following tasks ofthe plan are described as follows: Tasks Description Data Gathering and Identification of Road At least ten road segments in the PAT service area selected Segments based on high bus ridership and pedestrian improvement needs.
