RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution #15610 amending the HPRP
contract with the Salvation Army of Port Arthur.
BACKGROUND:
The American Recovery Reinvestment Act of 2009 (Recovery Act) was signed into law by
President Obama on February 17, 2009. The Act is an extraordinary response to a crisis unlike
any since the Great Depression, and includes measures to modernize our nation's infrastructure,
enhance energy independence, expand educational opportunities, preserve and improve
affordable health care, provide tax relief, and protect those in greatest need.
Congress has designated $1.5 billion for communities to provide financial assistance and services
to either prevent individuals and families from becoming homeless or help those who are
experiencing homelessness to be quickly re-housed and stabilized with the Homelessness
Prevention and Rapid Re-Housing Program (HPR.P) under Title XII of the American Recovery
and Reinvestment Act of 2009("Recovery Act").
BUDGETARY/FISCAL IMPACT:
The HPRP refers to a grant received from the United States Department of Housing and Urban
Development for $564,089.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution #15610 amending the HPRP
contract with the Salvation Army of Port Arthur.

RESOLUTION NUMBER
A RESOLUTION AMENDING THE HOMELESSNESS PREVENTION
AND RAPID RE-HOUSING PROGRAM (HPRP) CONTRACT IN THE
AMOUNT OF $243,607 TO THE SALVATION ARMY OF PORT
ARTHUR.
WHEREAS, the Department of Housing and Urban Development (HUD)
has awarded funding to the City in the amount of $564,089 pursuant to the
Homelessness Prevention and Rapid Re-Housing Program (HPRP), under Title XII of
the American Recovery and Reinvestment Act of 2009; and,
WHEREAS, the HPRP contract for the Salvation Army of Port Arthur
will be amended according to Exhibit "A"; and,
WHEREAS, the City Council, is required to designate an official to sign
all documents in connection with a grant amendment; now, therefore,
BE IT RESOLVED BY THI+: CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT the City Manager is authorized to amend the HPRP contract with
the Salvation Army of Port Arthur in the amount of Two Hundred Forty-Three
Thousand Six Hundred Seven dollars ($243,607) as described in the attached Exhibit
"A"; and,
THAT a copy of the caption of this Resolution be spread upon the
minutes of the City Council.
