Port Arthur residents trained through the training programs with funds to offset

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHLIR
SECTION 4A ECONOMIC DEVIH:LOPMENT CORPORATION TO
EXPEND $78,300 OF ITS TRAINING BUDGET FOR STIPENDS 'I'O
PORT ARTHUR RESIDENTS COMPLETING CERTAIN LIFE SKILLS
TRAINING AND ADDITIONAL ENTRY LEVEL TRAINING SKILLS
PROGRAMS AND TO PROVIDE EMPLOYERS OF PORT ARTHLIR
RESIDENTS TRAINED THROUGH THE TRAINING PROGRAMS WITH
FUNDS TO OFFSET EXTRAORDINARY COSTS ASSOCIATED WITH
ADDITIONAL SKILLS UPGRADE TRAINING
WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation
(the "PAEDC") has provided life skills training programs and additional entry le;vel skills
training programs to Port Arthur residents; and
WHEREAS, PAEDC has contracted with certain subcontractors to provide life skills
training programs; and
WHEREAS, the training program also provides for entry level skills training programs
in either construction trades or medical and technical trades to Port Arthur residents who have
qualified for participation in and completed the life skills training programs; and
WHEREAS, said residents may then be employed by businesses or industries that may
later require additional skills upgrade training; and
WHEREAS, in order to encourage the most qualified individuals to seek the life skills
training and entry level skills training, the PAEDC proposes to provide a stipend of~ $150 for
each Port Arthur resident that completes the life skills training program offered through the
subcontractor to the PAEDC and additionally a $150 stipend for each Port Arthur resident that
following completion of the life skills training program also successfully completes the entry
level skills training program offered by subcontractors through the PAEDC; and
WHEREAS, because of the employment opportunities in the City of Port Arthur due to
the expansion of local business and industries, PAEDC further proposes to create an on-the job
training program with those employers wishing to participate with PAEDC an opportunity for
reimbursement of extraordinary costs associated with additional skills upgrade training for the
Port Arthur residents who have completed PAEDC life skills and entry level skills training
programs and are employed by local businesses or industry; and
WHEREAS, on October 8, 2009, PAEDC Board of Directors agreed to appropriate
$13,500 for stipends and $65,000 for reimbulrsement to employers for extraordinary costs
associated with additional skills upgrade training from its training budget; and
WHEREAS, employers wishing to participate in the program will be required to provide
to the PAEDC the skills upgrade training programs which they propose for Port Arthur residents
completing the life skills training and entr}r level skills training programs offered by
subcontractor to the PAEDC, and the cost of such additional skills upgrade training which
training shall be approved by the PAEDC prior to initiation of any such training for Port Arthur
residents; and
WHEREAS, any of the training budget funds which are not expended by the 30t" day of
June, 2010 shall be retained in the training budget for the PAEDC for its current fiscal year.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:

Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the PAEDC is herein authorized to utilize $78,300 of the; PAEDC
training budget to fund a stipend to Port Arthur residents as set forth in this Resolution and to
provide reimbursements to employers as set forth in this Resolution for the extraordinary costs
associated with approved skills upgrade training for Port Arthur residents who have completed
the life skills training and entry level skills training programs offered to Port Arthur residents
through subcontractors to the PAEDC.
Section 3. That a copy of this Resolution shall be spread upon the Minutes of the City
Council.
