"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Adam J Saunders, Civic Center Dir RE: Proposed Resolution No. 24526 In May 2025, the City Council approved Resolution No. 25-205 for Roof Replacement at the West Side Clinic. During the removal of the roof, unforeseen concealed circumstances were discovered. In order to comply with warranty guidelines, the manufacturer's warranty inspector requires these changes. The current through-wall flashing must be removed and replaced. To accomplish this, 10" of EFIS wall substrate must be removed at the parapet base. This EFIS must be replaced after installation, new rake supports must be mounted, and a textured finish must be applied to seal off the flashing. This work will be Change Order No. 1. The cost of Change Order No. 1 is $11,790.00. The original cost for this work was $80,648.00. With the addition of this change order, the total amount for this work increases to $92,438.00. Funding for this proposed change order will be added to account number 307-21-049-8512-00-10-000, Project No. BU0022. Mike Barnett Construction of Port Neches, Texas, has agreed to do the work for $11,790.00 out of Account No. 307-21-049-8512-00-10-000-, Project No. BU0022. ANALYSIS/CONSIDERATION: West Side Clinic needs additional work on the Roof Replacement due to unforeseen circumstances. Change Order No. 1 will address this additional work. BUDGETARY AND FISCAL EFFECT Funds are available in Account No. 307-21-049-8512-00-10-000, Project No.#BU0022. STAFFING EFFECT None RECOMMENDATION It is recommended that the City Council approve the City Manager to execute Change Order No. 1 to the contract with Mike Barnett Construction of Port Neches, Texas, for additional repairs at the West Side Clinic, in the amount of$11,790.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 TO THE CONTRACT WITH MIKE BARNETT CONSTRUCTION OF PORT NECHES, TEXAS, FOR ADDITIONAL REPAIRS AT THE WEST SIDE CLINIC IN THE AMOUNT OF $11,790.00 TO A NEW TOTAL OF $92,438.00. FUNDS AVAILABLE IN ACCOUNT NO. 307-21-049- 8512-00-10-000, PROJECT NO. BU0022 WHEREAS, the City Council approved Resolution No. 25-205 in May 2025, authorizing an agreement with Mike Barnett Construction of Port Neches, Texas, for Roof Replacement at the West Side Clinic in the amount of$80,648.00; and, WHEREAS, it has been determined that additional repairs are needed due to unforeseen circumstances revealed after the demolition of the area in preparation to install a new roof; and, WHEREAS,to comply with warranty guidelines, the manufacturer's warranty inspector requires changes: and, WHEREAS, the necessary changes involve removing and replacing the current through-wall flashing. To accomplish this, 10" of EFIS wall substrate must be removed at the parapet base. This EFIS must be replaced after installation, new rake supports must be mounted, and a textured finish must be applied to seal off the flashing.; and, WHEREAS, Mike Barnett Construction of Port Neches, Texas, has submitted Change Order No. 1 for this additional work in the amount of$11,790.00, with an additional five days added to the work schedule, attached hereto as Exhibit"A"; and, WHEREAS, the balance of$11,790.00 will be added to the total cost of this project, increasing the total amount of this work to $92,438.00. Funding for this proposed change order will be added to account number 307-21-049-8512-00-10-000, Project No. BU0022; and, WHEREAS, approval of Change Order No. 01 is deemed an appropriate action. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT,the facts and opinions in the preamble are true and correct. THAT, the City Council hereby authorizes the City Manager to execute Change Order No. 1 to the contract with Mike Barnett Construction of Port Neches, Texas, for additional repairs at the West Side Clinic, in substantially the same form as attached here to Exhibit"A". THAT the funding for Change Order No. 1 is $11,790.00, bringing the new total to $92,438.00, funding available in Account No. 307-21-049-8512-00-10-000, Project No. BU0022.
