R. #24527 Introduction: This agenda item seeks the approval of the City Council for Amendment#1 to the contract between the City of Port Arthur and Tender Loving Care Center for Children,DBA Legacy Community Development Corporation,for Tenant-Based Rental Assistance for eligible families. The Department of Housing and Urban Development(HUD) requested that Port Arthur amend its HOME-ARP Allocation Plan regarding the Tenant-Based Rental Assistance Projects. The information was submitted to HUD in January 2025, and an approval wasn't received until September 2025. Please see the attached correspondence. The amendment will extend the contract expiration date from July 10, 2025, to July 10, 2029, or until funds are expended. Background: To address the need for homelessness assistance and supportive services, Congress appropriated$5 billion in American Rescue Plan funds to be administered through HOME to perform activities that primarily benefit qualifying individuals and families who are homeless,at risk of homelessness, or in other vulnerable populations. Resolution#23-295 approved$375,367 of HOME Investment Partnerships American Rescue Plan (HOME-ARP)funding for Tender Loving Care Center for Children, DBA Legacy Community Development Corporation. o Legacy Community Development Corporation has assisted approximately 16 clients with rental and utility assistance and has a HOME-ARP balance of$87,222.52. Budget Impact: The amendment will impact the HOME Investment Partnership American Rescue Plan(HOME- ARP)budget. Account# 108-13-033-5470-00-40-000; Project#HMEARP4. The information was submitted to HUD in January 2025, and an approval wasn't received until September 2025, see Attachment"A"; and, WHEREAS,Amendment#1 will extend the contract expiration to July 10, 2029,or until funds are fully expended. Section 2. That,the City Council of the City of Port Arthur hereby approves the contract amendment#1 between the City of Port Arthur and City of Port Arthur and Tender Loving Care Center for Children,DBA Legacy Community Development Corporation. Section 3. That, the City Council deems it is in the City's best interest to approve and authorize the City Manager and the Director of Legacy Community Development Corporation to amend the contract to change the contract completion date to July 10, 2029, or until funds are expended.
