RE: P.O. 7373 —FY25-26 Budget Amendment No. 01
Introduction:
A budget amendment is requested to increase appropriations in the Water and Sewer Capital
Fund (405) due to replacement and upgrades for Water Meter and AMI System as detailed in
PR 24539 and to increase appropriations for the CDBG-DR Fund (148) as a result of a grant
awarded, and the ensuing match from General Fund PR 24497.
Background:
The FY 25-26 budget was approved on September 23, 2025 by Ordinance No. 25-57.
Budget Impact:
Increased appropriations in the Water and Sewer Capital Fund (405) by $10,000,000 pending
the approval of a Tax Note and CDGB-DR Fund (148) due to awarded grant for manholes by
$1,118,000.
Recommendation:
It is recommended that the City Council approve Proposed Ordinance 7373 to amend the budget
as discussed/outlined above.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY OF
PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026,
INCREASING THE WATER AND SEWER CAPITAL FUND (405)
BY$10,000,000 AND THE CDBG-DR FUND (148) BY $1,118,000
WHEREAS, in accordance with Article XII, Section 2, of the City Charter, the Director of
Finance ensures that budget appropriations are not exceeded; and
WHEREAS, the City Council may make budget amendments for municipal purposes under
Section 102.010 under the Texas Local Government Code; and
WHEREAS,on September 23, 2025, the City Council approved and adopted Ordinance 25-57,
which appropriated the 2025-2026 budget; and
WHEREAS,the Tax Note loan of$10,000,000 for water meters provides the available funds for
the FY 2025-2026 budget for the Water and Sewer Capital Fund (405); and
WHEREAS,the Storm Sewer Brick Manhole Replacement Project Grant requires a grant match
as a condition of award for a total of$1,118,000 for the FY 2025-2026 budget for the CDBG-DR Drainage
line item(148); and
WHEREAS,the the City Manager's Contingency item in the amount of$128,000 will be used as
the match to be transferred to the CDBG-DR Fund with no additional General Fund appropriation
required.
WHEREAS,Exhibit"A" shows the fund changes and subsequent revised budget appropriations.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following Fund's Budget be increased as shown:

Section 3. That Section 4 of Ordinance 25-57 is amended to read:
That there be and is hereby appropriated the sum of Forty Million Dollars($40,000,000)for Water
and Sewer Capital Fund, and Sixteen Million Four Hundred Sixty-Eight Thousand ($16,468,000) for the
CDBG-DR Fund.
