INVOCATION, PLEDGE & ROLL CALL Mayor Bartle gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, April 8, 2025 at 4:09 p.m.in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartle; Mayor Pro Tern Doneane Beckcom; Councilmembers Willie "Bae" Lewis, Harold Doucet, Thomas Kinlaw, III. and Donald Frank, Sr.; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Roxann Pais Cotroneo, and Sergeant At Arms Police Chief Tim Duriso. Councilmember Tiffany Hamilton Everfield joined the meeting during closed session. II. *CLOSED MEETING (EXECUTIVE MEETING) Closed Meeting: (1) Section 551.071 Of The Texas Open Meetings Act To Meet With Its Attorney To Seek Legal Advice On A Matter In Which The Duty Of The Attorney To The City Council Under The Texas Disciplinary Rules Of Professional Conduct Of The State Bar Of Texas Clearly Conflicts With The Texas Open Meetings Act Relating To: (a) Pleasure Island Buildings A & B (Requested By Councilmember Hamilton Everfield) (b) Ground Lease By Diligence Offshore Services LLC From The City For Certain Tracts Containing Approximately 13.79 Acres, 900 Acres And 1360.5 Acres Located On Pleasure Island For The Development, Construction And Operation Of Wind And Solar Energy Generation Facilities (Requested By Councilmember Lewis) (c) H&P Engineering & Construction, Inc. Vs. City Of Port Arthur, Citation No. 24DCCV1856 In The 172nd District Court Of Jefferson County, Texas (d) Kirk Thomas Vs City Of Port Arthur And Flozelle Roberts, Civil Action No. 1:23-CV-282 In The U.S. Eastern District Of Texas (e) Project Carroll Canal (f) Street Remediation and Reconstruction Program (Requested By Councilmember Doucet) (2) Section 551.087 — To Discuss Economic Development Negotiations (a) Pleasure Island Buildings A & B (Requested By 4 Councilmember Hamilton Everfield) 4 SPECIAL EXECUTIVE MEETING AGENDA APRIL 8, 2025 II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED (b) Ground Lease By Diligence Offshore Services LLC From The City For Certain Tracts Containing Approximately 13.79 Acres, 900 Acres And 1360.5 Acres Located On Pleasure Island For The Development, Construction And Operation Of Wind And Solar Energy Generation Facilities (Requested By Councilmember Lewis) (3) Section 551.074 — To Discuss Personnel (a) The Duties, Responsibilities And Evaluations Of The City Manager, City Attorney And City Secretary (Requested By Councilmember Kinlaw) Councilmember Doucet requested that Item (1) (f) be removed from the agenda. The City Council recessed their meeting at 4:23 p.m. to meet in Executive Session to consider the above-mentioned topics and reconvened their meeting at 7:02 p.m. with the following members present: Mayor Bartie; Mayor Pro Tern Beckcom; Councilmembers Lewis, Hamilton Everfield, Doucet, Kinlaw and Frank; City Manager Burton; City Secretary Bellard; City Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso. Upon the motion of Mayor Pro Tern Beckcom, seconded by Councilmember Lewis Executive Session Items (1) (c), (d) and (e) were tabled to the next regularly scheduled council meeting. MOTION IN OPEN SESSION: Councilmember Lewis read the following motion into the record: A motion to reopen negotiation for a ground lease with Diligence Offshore Services LLC with the city For Certain Tracts Containing Approximately 13.79 Acres, 900 Acres And 1360.5 Acres Located On Pleasure Island For The Development, Construction And Operation Of Wind And Solar Energy Generation Facilities The Motion was made by Councilmember Lewis and seconded by Councilmember Doucet that the above-mentioned motion be adopted. The following roll call vote was taken on the above-mentioned motion: Mayor Pro Tem Beckcom "No" Councilmember Doucet "Yes" Councilmember Frank "Yes" Councilmember Hamilton Everfield "No" Councilmember Kinlaw "No" Councilmember Lewis "Yes" Mayor Bartie "Yes" The above-mentioned motion was adopted. ADJOURNMENT OF MEETING The Mayor adjourned their meeting at 7:09 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
