I. INVOCATION, PLEDGE & ROLL CALL
Mayo Pro Tern Beckcom gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Wednesday, May
14, 2025 at 10:32 a.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Doneane Beckcom;
Councilmembers, Tiffany Hamilton Everfield, Harold Doucet, and Donald Frank, Sr.; City
Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Roxann Pais Cotroneo
and Sergeant At Arms Police Chief Tim Duriso.
Councilmembers Willie "Bae" Lewis and Thomas Kinlaw, III. were absent from the
meeting.
II. ITEMS REQUIRING INDIVIDUAL ACTION
(1) P.O. No. 7333 — An Ordinance Canvassing The Returns And
Declaring The Results Of The General Election, Held On May
3, 2025 For The Purpose Of Electing A Mayor In The City Of
Port Arthur, Texas And Ordering A Runoff Election On June
7, 2025, Providing For The Publication Of The Election

The Mayor introduced the above-mentioned Proposed Ordinance.
Upon the motion of Councilmember Doucet, seconded by Mayor Pro Tern Beckcom and
carried, Proposed Ordinance No. 7333 was adopted becoming Ordinance No. 25-27.
Voting Yes: Mayor Bartie; Mayor Pro Tern Beckcom; Councilmembers Hamilton
Everfield, Doucet and Frank.
Voting No: None.
