Havens, Interim Fire Chief RE: PR 24584 Purchases of Portable Radios and Mobile Radios Introduction: The intent of this agenda item is to seek the City Council's approval of Proposed Resolution 24584 authorizing the purchase of twelve (12) portable radios and ten (10) mobile radios from Motorola Solutions of Houston,Texas through HGAC contract 17724-HGAC (TX)RA05-21 in the amount of$142,845.24. Background: The current inventory of Fire Department portable radios has met the end of their service life. Parts are scarce or are no longer available and Motorola no longer services XTS2500 and XTL2500 radios. This purchase is part of a multi-year plan to replace the Fire Department portable and mobile radio inventory with Motorola APX6000XE portable radios, and APX6500XE mobile radios, and their component accessories. The ability to intraoperatively communicate with Port Arthur Dispatch and other public safety entities is a critical requirement in providing emergency service to the community in a safe and effective manner. Budget Impact: This is a budgeted item in the FY 25/26 budget. Funding is available in equipment account# 625-19-047-8522-00-10-000. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE PURCHASE OF TWELVE (12) PORTABLE RADIOS AND TEN (10) MOBILE RADIOS WITH ACCESSORIES FOR THE FIRE DEPARTMENT FROM MOTOROLA SOLUTIONS OF HOUSTON, TEXAS THROUGH HGAC CONTRACT 17724- HGAC (TX) RA05-21 , IN THE AMOUNT OF $142 , 845 .24 ; FUNDING IS AVAILABLE IN EQUIPMENT ACCOUNT NUMBER 625-19-047- 8522-00-10-000 . WHEREAS, the Fire Department has found it necessary to purchase twelve (12) portable radios and ten (10) mobile radios with accessories; and WHEREAS, the radios currently in use have reached the end of their service life and are no longer supported; and WHEREAS, Port Arthur Fire Department currently utilizes Motorola radios on the existing radio system; and WHEREAS, the Fire Department must use radios that are compatible with the existing radio system and considers it unfeasible to purchase various brands of radios, causing the department to maintain various brands of batteries, chargers, other ancillary equipment, resulting in higher costs; and WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as HGAC Buy Cooperative Purchasing Program, as an alternative to formal bid process; and, WHEREAS, pursuant to Res . 11-196, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with HGAC Buy Cooperative Purchasing Program; and P.R. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS : Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 .
