No. 24581: Authorizing the Contract Extension with Woolpert, Inc. of Houston, Texas, for the 25`h Street Bridge Repairs Introduction: The intent of this agenda item is to seek the City Council's authorization to extend the contract with Woolpert, Inc. of Houston,Texas,for the design of repairs to the 25th Street bridge. Background: The City of Port Arthur entered into a contract with Woolpert, Inc. of Houston,Texas,through Resolution 24-175 to provide professional engineering design and bid services for the improvements to the 9`h Avenue and 25th Street bridges. Woolpert sought direction from the City Council during its December 17, 2024 executive session meeting, but was unable to present its findings and receive direction.Therefore,on January 28,2025,the city council authorized Resolution 25-048, which authorized a contract extension for the repair designs for the two bridges until December 31, 2025. On August 13, 2025, the Texas Department of Transportation contacted the Public Works Department regarding the design status of the 25`h Street bridge. On August 14, 2025,the City Manager authorized the continuation of the 25th Street bridge design,as he deemed it in the best interest of the City to proceed with the design. The seven-month deliberative process has delayed the finalization of designs,resulting in the firm's request for a contract extension for the 25`h Street bridge repair designs to December 31, 2026. Recommendation: The City Council is recommended to approve PR 24581,authorizing the contract extension with Woolpert,Inc. of Houston,Texas,to complete the engineering design and bid services for the 25th Street bridge. A RESOLUTION AUTHORIZING THE CONTRACT EXTENSION FOR THE 25TH STREET BRIDGE REPAIR PROJECT WITH WOOLPERT, INC. OF HOUSTON, TEXAS. THERE IS NO FUNDING IMPACT FOR THE CONTRACT EXTENSION. WHEREAS,the City Council authorized a contract with Woolpert, Inc. (Woolpert) of Houston, Texas, through Resolution 24-175 to provide professional engineering design and bid services for the improvements of two bridges as noted in the Texas Department of Transportation's biannual report; and, WHEREAS, Woolpert sought direction from the City Council during its December 17, 2024 executive session meeting,but was unable to present its findings and receive direction; and, WHEREAS, on January 28, 2025, the city council authorized Resolution 25-048, which authorized a contract extension for the repair designs for the two bridges until December 31,2025; and, WHEREAS,on January 28,2025,Woolpert was directed to pause all design activities for the 25th Street bridge and continue its design of the 9th Avenue bridge; and, WHEREAS, on August 13, 2025, the Texas Department of Transportation contacted the Public Works Department regarding the design status of the 25th Street bridge; and, WHEREAS, on August 14, 2025,the City Manager authorized the continuation of the 25' Street bridge design, as he deemed it in the best interest of the City to proceed with the design; and, WHEREAS,pursuant to Resolution 25-377,the City Council approved Amendment Number 2 to increase Woolpert's contract by$37,765.00 for the 9th Avenue bridge design; and, WHEREAS, the seven-month deliberative process has delayed the finalization of designs as explained in Exhibit A,resulting in the firm's request for a contract extension for the 25th Street bridge repair designs to December 31,2026. ,ces27_ PR 24581 10/14/2025 FCR Page 2 of 3 NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, a contract extension until December 31, 2026 (see Exhibit B) with Woolpert, Inc. of Houston, Texas, for the design of the 25th Street bridge for no additional cost; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. The City Manager has instructed that both the 25th Street bridge and the 9th Avenue bridge projects be submitted for inclusion in the FY2025-2026 Capital Projects. While previous discussions primarily focused on repairs to the 9th Avenue bridge, the City Manager—based on TxDOT's communications regarding the condition of both structures and the time lapse since the initial notifications—finds it in the best interest of the City to move forward with both projects concurrently. The City Council will ultimately make the final determination regarding funding for these repairs.This updated directive will allow you to confirm for TxDOT that both projects are being advanced for consideration in the upcoming fiscal year's capital program. As you may recall,TxDOT surveys the local bridges every other year in the summer of the odd-numbered years. The agency advised John Cannatella in 2021 and John and me in 2023 of the condition of the 25th Street bridge,which required repair within six months of the 2023 notification. I obtained an engineering bridge consultant,Woolpert Engineers of Houston,to address the needed repairs for this and the 9th Avenue bridge. Upon the consultant's presentation of their findings and repair costs for both bridges during the executive session,the city council instructed Woolpert to proceed with their design for the 9th Avenue bridge only,while they determined the next steps for the 25th Street bridge. To my knowledge,the city council has not provided additional guidance on their path forward for the 25th Street bridge. Please confirm if the city council has determined its next steps for the 25th Street bridge,so I can relay this information to TxDOT. Thank you, Flozelle C. We have not received any information regarding this FUA and are hoping to do so as the time frame for addressing this FUA has come and gone.This FUA is coded as a level 2 and should have been resolved within 6 months of the report.
