Port Arthur Project –PAV04 Contract
Coastal Storm Risk Management:
A Regional Approach
•Construction of a region-wide risk reduction system,
along with ecosystem restoration, will improve our
ability to respond to future storms and address long-
term impacts of sea level rise & land subsidence.
•The Port Arthur Project is a component of the Sabine
Pass to Galveston Bay Program (S2G) which includes
project areas in the cities of Port Arthur (Jefferson
County) and Orange (Orange County).
•The objectives of the overall S2G Program include:
•Reducing risks to human life from storm surge;
•Reducing economic damages to residents,
businesses, and infrastructure;
•Enhancing energy security by reducing storm
surge risk to petrochemical facilities; and
•Reducing adverse physical impacts to waterways
used for commercial and recreational activities.

Construct 20 new road / railway closure
structures @ levee crossings
Fill-in with earthen levee (FM-365)
Install erosion protection (stone-
armoring) at multiple locations
Construct 1 new Pump Station (Rodair Gully) to provide for minimum facilities
drainage outflow requirements on the
western flank of P.A.

Fronting Protection Structures constructed at 11 existing Pump
Stations to protect from storm surge
impacts
o USACE is partnering with Jefferson
County Drainage District # 7 (DD7),
the Non-Federal Sponsor), to design
and construct the Port Arthur Project.
o The Federal Government is responsible
for 65% of the cost and the DD7 (the
Non-Federal Sponsor) is responsible for
35% of the cost.
o Currently working towards obtaining
Federal approval for project cost
increases by mid-July 2026.
o Cost increases are driven by a variety of
factors including: increased scope due
to updated storm modeling, labor and
construction cost increases, inflation,
and revised utility relocation costs.

Key Project Features
Concrete Floodwalls
o Construct 6.2 Miles of New Concrete Floodwall.
o Replace existing I-Walls with new T-Walls.
o Provide levee erosion protection (Stone Armoring)
to shield the system against storm surge conditions.
Earthen Levees
o Raise 10 miles of existing earthen levees.
o Construct 4.3 miles of new earthen levee.
o Provide levee erosion protection (Stone Armoring)
to shield the system against storm surge conditions.

Pump Station Concrete Fronting Protection
o Construct concrete fronting protection structures at 11 existing pump stations around
the Port Arthur CSRM.
o These structures will protect the pump stations from storm surges.

Construct 20 closure structures along roadways and rail lines that intersect the levee system
perimeter..

PAV01 Project Overview: Design-Bid-Build Contract
Project Construction Completed
o The PAV01 Contract was awarded 30 March 2020.
o Project construction completed 28 July 2022 and
cost $25M.
o Current Status:
This portion of the updated levee system was
turned-over to DD7 for Operations and
Maintenance.

Corp for $97.1M on 8 Sep 2023
•Project duration is 5.5 years, ending 27

•Construction work underway at Zone 5
(Alligator PS), Zone 6 (Lakeside PS), and
Zone 7 (Port Acres PS) to build new levee
floodwalls and fronting protection
structures.
•The Project is approximately 25% complete

PAV04 Project Overview: Design-Build Contract
Project in Design Development Phase
o The PAV04 Contract was awarded to Kiewit for $403M in
April 2025.
o The project completion is scheduled for 22 Dec 2029.
o Current Status:
o Project design development activities are underway
with the 35% Design.
o The contractor has conducted field survey work
along the alignment and is currently conducting
geotechnical investigations to support design
development requirements for the project.
