RE: PR 24613 —Authorization for the City Council to approve the City Manager to
accept the Motiva 2025 First Responders Grant in the amount of$2,500.00.
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept the Motiva 2025 First Responders Grant in the amount of$2,500.00.
Background:
Motiva Enterprises LLC notified the City of Port Arthur that the Police Department's Motiva
2025 First Responders Grant Program request was approved for the amount of$2,500.00. This
grant allows for funds to be utilized to purchase safety equipment,professional training, or
safety education programs to assist emergency response organizations in communities that host
Motiva facilities.
Budget Impact:
There is no cash match for this program
Recommendation:
It is recommended that City Council authorizes the City Manager to accept the Motiva 2025
First Responders Grant in the amount of$2,500.00 as discussed and/or outlined above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT THE MOTIVA 2025 FIRST RESPONDERS GRANT
PROGRAM IN THE AMOUNT OF $2,500.00, WITH NO CASH
MATCH. TO BE DEPOSITED IN THE MOTIVA FIRST
RESPONDER GRANT POLICE ACCOUNT 001-17-000-4530-00-00-
000.
WHEREAS, on August 12, 2025, City Council passed Resolution 25-343
authorizing the City Manager to apply for the Motiva 2025 First Responders Grant
Program; and
WHEREAS, the City Council designates the City Manager as the grantee's
authorized official.The authorized official is given the authority to apply for,accept,reject,
or terminate such grant funding on behalf of the City of Port Arthur; and
WHEREAS, on 10/09/25, Motiva Enterprises, LLC sent notification that the City
of Port Arthur Police Department was awarded funding from the Motiva 2025 First
Responders Grant Program in the amount of$2,500.00 as shown in Exhibit A; and
WHEREAS, in order to receive the aforesaid allocation, it is necessary that the
City Manager accept the award; and
WHEREAS, the Police Department is in need of funding and equipment to assist
with emergency response; and
WHEREAS, the Motiva 2025 First Responders Grant Program is 100% funded
with no cash match requirements; and
WHEREAS, City Council finds it in the best interest of the citizens of the City of
Port Arthur that the City Manager accept the Motiva 2025 First Responders Grant Program
funding.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That City Council authorizes the City Manager to accept the Motiva
2025 First Responders Grant, in the amount of$2,500.00 to be deposited in the Motiva
First Responder Police Account 001-17-000-4530-00-00-000.

Section 3. That a copy of the caption of this resolution shall be spread upon the
Minutes of the City Council.

Congratulations! Port Arthur Police Department has been selected to receive a $2,500 grant through
the Motiva First Responder Grant Program.
At Motiva, one of our core values is to "Do the Right Thing." Supporting first responder agencies like
yours is an important part of our commitment to the communities where we operate. We are proud
to help strengthen your department's ability to keep the community safe and prepared.
Grant funds will be distributed via ACH during the week of Monday, October 20, 2025.
We would also like to invite you and two guests to join us for a special recognition event—the
Motiva Emergency Response Lunch and Learn — on Monday, October 20, from 10:30 a.m. to 12:30
p.m. at the Motiva Port Arthur Manufacturing Complex, 2555 Savannah Ave, Port Arthur, TX 77640.
Upon arrival, please check in at the visitor's gate, and you will be escorted to the meeting location.
Please confirm your attendance or notify us if you are unable to attend by Wednesday, October 15,
