Mitchell,Interim Deputy Fire Chief RE: PR 24618 Replacement of Firefighter Personal Protective Clothing Purpose: The intent of this agenda item is to seek the City Council's approval for PR 24618 for the replacement of Port Arthur Fire Department Member Personal Protective Clothing (PPE) that failed during the mandatory annual professional cleaning and inspection, and those pieces that shall be replaced in accordance with NFPA Standard 1851. Background: Fire departments are required to maintain a set of PPE for each firefighter who would be exposed to hazardous conditions from fire or other emergencies, and where the potential for such exposure exists. The set of PPE consists of properly fitting bunker coats, bunker pants, boots, gloves,helmets, and protective hoods to be worn by firefighters during firefighting operations. Mandatory criteria for PPE are provided in 37 Tex. Admin. Code § 435.1 Protective Clothing and National Fire Protection Association (NFPA) 1851; Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles and NFPA 1971: Standard on Protective Ensembles for Structural and Proximity Firefighting. The established criteria require annual professional cleaning and inspection. The PPE can be found to be usable or fail the inspection,requiring replacement.Additionally,the NFPA standard specifies that PPE has a ten-year lifespan and should be replaced at the end of its useful life. Components of PPE failed during the annual professional inspection and cleaning this year. Failure also requires that PPE be rented until it can be replaced, with an estimated 120-to 150- day replacement time frame. Replacing this PPE equipment will enable 50 out of 115 members of the fire department to be outfitted with new gear that complies with NFPA 1851,NFPA 1971, and 37 Tex. Admin. Code § 435.1 Protective Clothing. The objective is to equip the remaining members of the fire department with new bunker gear in the next budget cycle,while simultaneously working towards providing every member with two sets of gear that satisfy best practices and align with our established cancer policy. Budget Impact: The budgetary impact for replacing 50 sets of Personal Protective Equipment(PPE)that failed inspection or are out of code compliance is $238,600.00. This amount reflects the cost of acquiring new, full sets of PPE, each estimated at $4,772.00,to ensure compliance with NFPA 1851,NFPA 1971, and 37 Tex. Admin. Code § 435.1 Protective Clothing. Funding is available in Uniform Account number 001-19-047-5251-00-30-00. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE FIRE DEPARTMENT STRUCTURAL FIREFIGHTING PERSONAL PROTECTIVE EQUIPMENT (PPE) CLOTHING FROM CASCO INDUSTRIES, INC. OF LAPORTE, TEXAS, UNDER BUYBOARD CONTRACT NO. 698-23, WITH A PROJECTED CAPITAL BUDGETARY IMPACT OF $238,600.00; FUNDING IS AVAILABLE IN FIRE DEPARTMENT UNIFORMS ACCOUNT NO. 001-19-047-5251-00-30-000 WHEREAS, the Port Arthur Fire Department is mandated to comply with the Texas Commission on Fire Protection (TCFP) Structural Firefighting Personal Protective Equipment (PPE) inspection and repair regulatory requirements and National Fire Protection Association (NFPA)1851 Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles and NFPA 1971: Standard on Protective Ensembles for Structural and Proximity Firefighting; and, WHEREAS,the Port Arthur Fire Department needs to replace PPE that failed the inspection due to damage and lifespan completion to maintain TCFP-compliant Structural Firefighting Personal Protective Equipment, and the Port Arthur Fire Department needs to replace PPE that has exceeded its ten(10)year life span to comply with established standards and rules; and, WHEREAS, Casco Industries, Inc. of LaPorte, Texas, is a licensed independent service provider that can provide TCFP and NFPA-compliant structural firefighting PPE; and, WHEREAS, Casco Industries, Inc. is an approved vendor through a BuyBoard contract(see unit price quote attached hereto as Exhibit"A", and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body,to participate in cooperative purchasing programs, such as the BuyBoard Cooperative Purchasing Program, as an alternative to the formal bid process; and, WHEREAS, pursuant to Res. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with BuyBoard Cooperative Purchasing Program; and, WHEREAS, the Port Arthur Fire Department will procure replacement of structural firefighting PPE through Casco Industries, Inc. of LaPorte, Texas, through BuyBoard Contract #698-23. See cost/quote attached as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the City Manager is hereby authorized to purchase Structural Firefighting Personal Protective Equipment (PPE) clothing from Casco Industries, Inc. of LaPorte, Texas, through BuyBoard Contract #698-23, with a PPE replacement with a projected budgetary amount of $238,600.00 as determined by the projected replacement timeframe. Funding is available in the fire department uniforms account no. 001-19-047-5251-00-30-000 Section 3. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council.
