INVOCATION, PLEDGE & ROLL CALL Councilmember Lewis gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, November 17, 2025 at 10:07 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Charlotte Moses; Councilmember Willie "Bae" Lewis; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Roxann Pais Cotroneo and Sergeant At Arms Police Chief Tim Duriso. Mayor Pro Tem Harold Doucet and Councilmembers Tiffany Hamilton Everfield, Doneane Beckcom, Thomas Kinlaw, III. and Donald Frank Sr. were absent from the meeting. City Attorney Roxann Pais Cotroneo read the following Election Law into the record Sec. 67.004. PROCEDURE FOR LOCAL CANVASS. (a) At the time set for convening the canvassing authority for the local canvass, the presiding officer of the canvassing authority shall deliver the sealed precinct returns to the authority. The authority shall open the returns for each precinct and canvass them as provided by this section. Two members of the authority constitute a quorum for purposes of canvassing an election. II. ITEMS REQUIRING INDIVIDUAL ACTION — NON-CONSENT A. Ordinance — Non-Consent (1) P.O. No. 7376 — An Ordinance Canvassing The Returns And Declaring The Results Of The Special Election, Held On November 4, 2025 To Authorize The City Of Port Arthur Economic Development Corporation To Use The Sales And Use Tax Imposed Under Chapter 504 Of The Texas Local Government Code, Including Any Amount Previously Authorized And Collected For The Following Specific Category Of Projects That Qualify Under Chapter 505 Of The Texas Local Government Code And Are Projects Related To: (1) Recreational Or Community Facilities; (2) Affordable Housing; (3) Water Supply Facilities And Water Conservation Programs; (4) New Or Expanded Business Enterprises That Create Or Retain Primary Jobs; (5) Sports Venue And Related Infrastructure; And (6) To Undertake Any Maintenance And Operating Costs Of A Facility When Legally Allowed And Conduct Said Election In Accordance With Chapter 271 Of The Texas Election Code The Mayor introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Lewis, seconded by Mayor Moses and carried, Proposed Ordinance No. 7376 was adopted becoming Ordinance No. 25-67. Voting Yes: Mayor Moses and Councilmembers Lewis. Voting No: None. The caption of Ordinance No. 25-67 reads as follows: ORDINANCE NO. 25-67 AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE SPECIAL ELECTION, HELD ON NOVEMBER 4, 2025 TO AUTHORIZE THE CITY OF PORT ARTHUR ECONOMIC DEVELOPMENT CORPORATION TO USE THE SALES AND USE TAX IMPOSED UNDER CHAPTER 504 OF THE TEXAS LOCAL GOVERNMENT CODE, INCLUDING ANY AMOUNT PREVIOUSLY AUTHORIZED AND COLLECTED FOR THE FOLLOWING SPECIFIC CATEGORY OF PROJECTS THAT QUALIFY UNDER CHAPTER 505 OF THE TEXAS LOCAL GOVERNMENT CODE AND ARE PROJECTS RELATED TO: (1) RECREATIONAL OR COMMUNITY FACILITIES; (2) AFFORDABLE HOUSING; (3) WATER SUPPLY FACILITIES AND WATER CONSERVATION PROGRAMS; (4) NEW OR EXPANDED BUSINESS ENTERPRISES THAT CREATE OR RETAIN PRIMARY JOBS; (5) SPORTS VENUE AND RELATED INFRASTRUCTURE; AND (6) TO UNDERTAKE ANY MAINTENANCE AND OPERATING COSTS OF A FACILITY WHEN LEGALLY ALLOWED AND CONDUCT SAID ELECTION IN ACCORDANCE WITH CHAPTER 271 OF THE TEXAS ELECTION CODE IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Lewis, seconded by Mayor Moses and carried unanimously, the City Council adjourned their meeting at 10:12 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
